ISSUE: Specific approval by the Board of Directors is required for travel that is out -of-
state and has not been specifically budgeted.
RECOMMENDATION: Approve attendance of Senior Engineer Randy Schmidt at the
National Association of Clean Water Agencies ( NACWA) 2014 Winter Conference in
Santa Fe, New Mexico, on February 1 through February 5, 2014.
FINANCIAL IMPACTS: The approximate cost to attend the conference is $2,158
(includes travel, hotel, meal allowance and registration costs).
ALTERNATIVES /CONSIDERATIONS: The Board may deny the approval to attend the
conference.
BACKGROUND: Senior Engineer Randy Schmidt has been appointed to the Co -Chair
of the NACWA's Biosolids Management Committee because of his successful long -term
involvement with NACWA on sewage sludge incineration issues. As the Co -Chair of the
Biosolids Management Committee, he is expected to work with NACWA staff to
organize and conduct the Biosolids Management Committee meetings held at
NACWA's Annual Winter and Summer Technical Conferences. While Mr. Schmidt's
attendance at the conference was not anticipated at the time the Fiscal Year 2013 -14
Travel and Conference Budget was adopted, his attendance will be of benefit to the
District, and there are adequate funds remaining in the Budget to cover his cost of
attendance.
RECOMMENDED BOARD ACTION: Approve attendance of Senior Engineer Randy
Schmidt at the National Association of Clean Water Agencies' 2014 Winter Conference
in Santa Fe, New Mexico, on February 1 through February 5, 2014.

and task forces play a very active role in establishing and executing the Association's
advocacy agenda. This will be especially critical as we chart our path forward at our
2013 Fall Strategic Leadership Retreat. I'm glad to hear that you will be attending this

The Retreat is slated to begin at 2:00 pm on Monday, November 18 at the Hilton Palacio
