STAFF UPDATE
a) Registration Differential for Assistant Engineer Justin Waples
The Memorandum of Understanding (MOU) between the Management Support/
Confidential Group (MS /CG) and the District provides that a one -step salary increase
shall be given to any full -time, regular employee who achieves registration as a
Professional Engineer while employed by the District in a position where such registration
is not required. The Assistant Engineer position does not require registration as a
Professional Engineer.
Justin Waples recently received notice that he successfully passed the examinations and
meets the requirements for Licensing as a Professional Engineer in Civil Engineering. The
MOU states, "Such merit increase shall be subject to the employee's demonstration of
ability to assist in the accomplishment of District activities requiring a level of skills and
importance normally expected from a person with such certification."
Mr. Waples works in the Environmental Services Division and is primarily responsible for
collection system planning and modelling. He consistently demonstrates his ability to
assist in the accomplishment of the planning, design, and construction activities of the
District which require the professional level of judgment and skill expected of a
Professional Engineer.
In accordance with the terms of the MOU, Mr. Waples received a one -step salary
increase effective December 18, 2013.
PROJECT UPDATE
b) Public Bidding for Cogen Controls Upgrade, District Project 7308
The cogeneration system was installed in the early 1990's and the original control system
and electro- hydraulic fuel system controls and turbine control panel are now obsolete.
The District has entered into an agreement with Solar Turbines to purchase new and
upgraded controls equipment. However, the District has to provide the electrical work
required under the proposed improvements. This project will provide the support needed
to replace and install new raceways and wiring for the Cogeneration system upgrade. On
September 5, 2013, the Board approved a supplemental authorization of $800,000 for a
total project budget of $1.3 million.

This project will be advertised on January 13 and 20, 2014. The bids will be opened on
January 28, 2014. The construction cost is currently estimated at $140,000. The Board
may be asked to approve the construction contract on February 6, 2014.
BUDGET AND FINANCE
c) District Makes Additional Payment Toward Unfunded Actuarial
Accrued Liability (UAAL)
Payment of $5 million toward the District's Unfunded Actuarial Accrued Liability (UAAL)
was delivered to Contra Costa County Employees' Retirement Association ( CCCERA) on
December 26, 2013. This payment, which was included in the Fiscal Year 2013 -14
Operations and Maintenance Budget, will be reflected in the 2013 CCCERA Actuarial
Report.

d) 2014 Health & Wellness Expo
The 2014 Health & Wellness Expo (flyer attached) will be held at the following locations
and times:

Thursday, January 16 — 7:00 to 10:00 a.m.
Collection System Operations Training Room — Walnut Creek Campus
Wednesday, January 22 — 6:30 to 9:00 a.m.
Thursday, January 23 — 6:30 to 9:00 a.m.
Events include online health risk appraisals, cholesterol screening, stress - relieving
massages, body composition analysis, blood pressure checks, glucose testing, bone
density analysis, and strength and flexibility testing. Light refreshments will be served. If
