NEJEDLY FOR HIS SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, James A. Nejedly was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District for two consecutive terms in 2012 and 2013; and WHEREAS, under the able leadership of President Nejedly, the District accomplished significant goals and objectives, promoting the mission, vision, and values of the District as a high - performance organization that provides exceptional customer service and full regulatory compliance at responsible rates; and WHEREAS, during his term as Board President, Mr. Nejedly saw the retirements of two General Managers, worked with one interim General Manager, and voted for the appointment of the District's ninth General Manager; and WHEREAS, under his leadership, lengthy labor negotiations resulted in five -year labor agreements with the District's three labor groups; and WHEREAS, as Board President, Mr. Nejedly oversaw the decrease in Board stipends from $221 to $185 per meeting to reduce spending while establishing a formal annual public review, and helped to implement a Cafeteria Health Care Plan for Board Members which reduced District health care costs; and WHEREAS, as President, he presided over the formation of and served on the Ad Hoc Legal Services Committee to review the provision of legal services to the District, and served as Vice Chair of the Central Contra Costa Sanitary District Facilities Financing Authority (CCCSDFFA) in 2012 and 2013; and WHEREAS, as President, Mr. Nejedly also served on the Budget and Finance, Real Estate, Recycled Water, Policy Development and Internal Operations, and Enterprise Committees, providing oversight and review of the District's finances, real estate operations, and the increase of recycled water projects; and WHEREAS, during his terms of office, the District's Treatment Plant met all the requirements of the National Pollutant Discharge Elimination System (NPDES) permit and received Platinum 14 and Platinum 15 Peak Performance Awards from the National Association of Clean Water Agencies (NACWA) for a total of 15 consecutive years of 100 percent compliance; and WHEREAS, during his presidency, the District celebrated the 16th anniversary of the Household Hazardous Waste Collection Facility, of which he has been a staunch supporter since its inception; and WHEREAS, during his term as President, the District experienced the lowest number of sewer overflows in its history thanks to the support and resources provided by the Board of Directors; and WHEREAS, also in 2013, the District continued its exemplary financial performance, receiving its 13th consecutive Certificate for Excellence in Financial Reporting for the 2011 -2012 fiscal year and an Unqualified Opinion from the external auditors; and WHEREAS, during his presidency, the District won awards for its Safety Program from the California Water Environment Association (CWEA) and the Water Environment Foundation (WEF); the National Purchasing Institute's annual Achievement of Excellence in Procurement Award; both the Sustainable Design and People's Choice Awards from the Walnut Creek Action for Beauty Council for the District's new Collection System Operations facility; the Transparency Certificate of Excellence from the California Special Districts Association; and the CWEA's Large Treatment Plant of the Year award; and WHEREAS, as President, Mr. Nejedly led the District through two emergency situations, the Cogeneration Facility explosion in March of 2012 and the Dissolved Air Flotation Tank malfunction in April of 2013, and oversaw the successful resolution of both emergencies. NOW, THEREFORE, BE IT RESOLVED that James A. Nejedly is hereby commended for his distinguished service and leadership in the Central Contra Costa Sanitary District during his two years in office, resulting in the continued success of this high performance, innovative, and fiscally responsible organization that protects the public health and the environment every day.
