Central Contra Costa Sanitary District
December 19, 2013
TO: HONORABLE MEMBERS OF THE BOARD
FROM: DAVID R. WILLIAMS, BOARD PRESIDENT -ELECT
SUBJECT: 2014 BOARD COMMITTEE RESTRUCTURING
As discussed at the October 22, 2013 Board Priorities Workshop, it was suggested that some
consolidation /restructuring of the current seven Standing Committees would be beneficial
and would streamline and facilitate Committee meetings and functions. It was proposed to
consolidate the Committees down to four rather than seven.
In light of that discussion, I propose that the seven Standing Committees be consolidated to
four (ATTACHMENT A).
Another suggested change at the workshop was to stagger the terms of Board Members
serving on the Committees, with the Member moving up to the position of Chair at the end of
the year, thereby providing some continuity.
It was also agreed at the workshop that the General Manager will determine to which
Committee items are assigned as they arise, and in cases where certain topics may span two
Committees he may confer with the Board President for guidance.
Finally, it was noted that receiving Committee action summaries at the Board meeting at
which the action summary is reported is not ideal, as there is little time to digest the often -
detailed summaries. Staff is working to resolve this issue and will whenever possible ensure
that Committee action summaries are included in the Board Agenda Packet in advance of the
Board meeting, thereby allowing ample time for review.
