1. Call Meeting to Order
Chair McGill called the meeting to order at 3:02 p.m.
2. Public Comments

*3. Receive update on Bay Delta Conservation Plan
Assistant Engineer Melody LaBella presented an excerpt (attached) of an October 25,
2013 presentation borrowed from Dr. Deanna Sereno from Contra Costa Water District
(CCWD).
Staff stated that the Board may request a presentation from CCWD on the matter.
COMMITTEE ACTION: Directed staff to provide to the Committee the
Environmental Impact Report (EIR) / Environmental Impact Statement (EIS)
commentary letter.

4. Receive update on Concord Landscape Project, District Project 7299, including
construction of remaining customer connections
Senior Engineer Dana Lawson reported that 12,000 feet of mainline has been
completed, with regard to the Concord Landscape Project, and a change order for the
Willowick customer connection is being processed.
Ms. Lawson also stated that 25 site connections will be bid together as one package at
approximately $500,000. Currently, it is estimated that 134 acre -feet per year of
recycled water will be used, as eight or nine sites remain that are technically unfeasible
to add backflow prevention to the fire system while meeting pressure requirements. If
all customer connections could be made, the total project could use about 200 acre -
feet/year of recycled water.
Chair McGill said the District needs to check for a 15 -year payback period for
connections with added back -flow prevention.
Member Nejedly directed staff to report when the grant for $1 million is received.
COMMITTEE ACTION: Received the update.
5. Announcements
Member McGill announced that the Alhambra annexation is going into Local
Agency Formation Commission (LAFCO) in December.
6. Suggestions for future agenda items
The Committee asked that, at the Enterprise Committee meeting scheduled for
December 9, 2013, ongoing items that were being tracked for the Committee's
review in 2013 be closed out. These items include the following:
Receive update on federal advocacy efforts to obtain grant funding for the
Refinery Recycled Water Project, District Project 7300
Receive update on Bay Area Integrated Regional Water Management Plan
(IRWMP)
Review marketing plan for the District's warehouse bays and evaluating
whether outside property management services are still appropriate
7. Tour the Filter Plant to demonstrate operation and showcase a backwash process
