ISSUE: Per District Code, Board of Directors' approval is required when filling
management level positions as well as making revisions to job classifications.
RECOMMENDATION: Authorize General Manager to fill all management level
positions and adopt all revisions to job classifications on an interim basis without Board
of Directors' approval.
FINANCIAL IMPACTS: There is no fiscal impact associated with this request.
ALTERNATIVES /CONSIDERATIONS: Do not authorize the General Manager to fill
management level positions and adopt revisions to job classifications on an interim
basis without Board of Directors' approval. If this action is not approved, the District's
ability to efficiently and expeditiously make hiring appointments as well as make
changes to job classifications will be reduced.
BACKGROUND: Per Section 4.16.070- Appointments of the District Code, Board of
Director approval is required when filling and appointing an individual to a vacant
management level position. As discussed during the Board Priorities Workshop on
October 22, 2013, the Board has determined that the filling of these positions should be
delegated to the General Manager for the purpose of efficiency. The authorization to fill
and hire for the positions of the General Manager, Secretary of the District, and District
Counsel will continue to come to the Board for approval.
To further enhance efficiency, staff is also requesting that the same authority be
granted to the General Manager when adopting revisions to job classifications. Per
Section 4.12.010- Adoption of class descriptions and salaries and 4.12.040 - Change of
classifications, all revisions to any District job classification require adoption by the
Board. This authority will not be extended to the creation of new job classifications or
changes in the salary range of any existing District classification. Those actions will
continue to come to the Board for approval and adoption.

Additionally, any changes to job descriptions will continue to be subject to meet and
confer with the appropriate bargaining unit.
Over the past several months, staff has been tabulating any and all changes that need
to be made to the District Code, inclusive of those mentioned above, and the changes
to the actual Code to will be brought to a future Board meeting for adoption. Until such
time as the actual Code has been revised and adopted by the Board, staff is requesting
authority on an interim basis via this position paper.
This matter was reviewed by the Human Resources Committee at its November 5,
2013 meeting. The Committee recommended Board approval.
RECOMMENDED BOARD ACTION: Authorize General Manager to fill all
management level positions and adopt all revisions to job classifications on an interim
basis, pending the District Code update, without Board of Directors' approval.
