a) Recent Promotions
1) Glen Bradley was promoted to Maintenance Planner in the Plant
Operations Division effective September 23, 2013.
2) Jason Atoigue was promoted to Pumping Stations Operator I effective
October 1, 2013.
3) Rita Cheng was promoted to Associate Engineer in the Plant Operations
Division effective October 2, 2013.
b) Recent Personnel Advancement
Janet Weeks has advanced to Accounting Technician III in the Administration Division,
effective October 9, 2013.
c) Annual Employee Service Awards Luncheon to be Held
October 23, 2013
On October 23, 2013, the District will hold its annual service awards luncheon. This year
the District will be honoring those employees who have reached the five, ten, fifteen,
twenty, and twenty -five year milestones in their careers at the District. The Board is
invited to attend this event that demonstrates the District's appreciation of these
dedicated employees.
ENVIRONMENTAL SERV ICES
d) Reimbursement Account Annual Notices Mailed
Annual notices were mailed to Reimbursement account holders (Installers) on October 4,
2013, in accordance with District Code Section 6.20.200. Installers were reminded of the
need to keep the District informed of any change of address and asked to update their
information and return the notice to the District in the prepaid envelopes provided. Having
current address information will enable the District to notify Installers when
reimbursement fees are collected on their behalf. Installers were also informed of the
expiration dates of their accounts. Staff will continue to make reasonable efforts to locate
installers.

CONTRACTS UPDATE
e) Recap of Contracts Signed by General Manager During Third
Quarter 2013
The Board has asked to receive quarterly reports of the professional consulting
agreements entered into by staff that fall within the increased staff authority limits that
became effective December 15, 2011. On that date, the limit on staff authority for
professional consulting services agreements was raised by the Board from $50,000 to
$100,000. This is a report of all professional agreements entered into by staff which fall
within the new staff authority limits (over $50,000 and less than $100,000) and
amendments that cause agreements to fall within this dollar range.
Listed below are all such agreements /amendments entered into during the third quarter of
2013 (7/1/13 — 9/30/13):
All other contracts that are not considered "professional services," such as maintenance
services, equipment, chemicals, and supplies, do not require Board approval regardless
of dollar amount. The Board approves the annual budget which includes the expenses
that come from these contracts, so these contracts are not included in this report as they
have historically been within staff authority.
