BOO °O erwr B � Nr�i�F MLUYt ,o 5 CoCo San Sustainable Farm Proposal Goals • Public Health Increase good nutrition in CCCSD's extended service area by providing Iresh organic produce to schools and the food bank; • Educational — Provide a living science laboratory for learning opportunities (e.g., water recycling and the hydrologic cycle); • Environmental Protection — teach about the environment and change behavior protecting the environment (especially conserving water resources; learning integrated pest management; not using herbicides and pesticides; and reducing fossel -fuel based fertilizer and transportation by growing locally); • Economic Enterprise — Be a self- sustaining sustainable farm by generating revenue from: • Selling 75% of the crops; • Renting community garden plots with classes on how to grow food crops, • Integrated pest management, low water use gardening and permaculture; • Selling advertising at the farm and on our website; • Selling seedlings and potted plants; and • Obtaining donations and grants. • Financial — Profit - sharing with CCCSD; • Demonstrate Industry Innovation and Leadership - Create a replicable model for other sanitary districts to emulate to provide benefits to their rate - payers. Taken from April 2013 Project Description for Land Use Application Requested all 33 Acres D Enterprise Committee Sustainable Farm Recommendation f .� Other Uses • Truck Staging for County Quarry and ancillary operations up to 3 acres • Temporary Clean Fill Operation for 20,000 CY of soil for Flood Control Levee Project — 200 Year Flood Protection for the Treatment Plan • Permanent Clean Fill Operation for Revenue Generation • Contractor Staging Yard including Caltrans Highway 4/680 Interchange Improvements M Ad Hoc Committee • Conformance with all airport regulations and guidelines • Provide, at no cost to the District, appropriate insurance coverage • Performance standards that include housekeeping of the site, minimum educational outreach, and general farm milestones to ensure success of the demonstration project. • Incorporate any conditions of a Land Use Permit from Contra Costa County. • The cost of any site improvements would be the responsibility of CoCo San Sustainable Farm or its partners. • The annual lease cost shall be $ 1 for use of the property, for a term not to exceed 10 years. • Other items include recycled water connections, site fencing, driveways and parking. 7 Land Use Permit Application • District acting as Developer for Entire Site • Interim Buildings and Infrastructure o Driveway Approaches o Fencing • Recycled Water • Power • Parking • Minimize Development Fees • CEQA • 4 -6 Months Timeline • Need defined uses to begin Request for Proposal The Board may wish to consider the following actions and direct staff to: 1) Pursuing a lease agreement with CoCo San Sustainable Farm covering a portion on the western side of the property for an agricultural educational program, including 10 plantable acres, with the condition that the southerly five plantable acres and adjoining side slopes may need to be vacated if necessary upon 60 days' notice from the District; 2) Forming an ad hoc committee to negotiate the terms of a lease agreement w /the Farm (staff recommendation); 3) Directing staff to proceed w /Re uest for Proposal for potential uses of the remaining eastern portion of the property; and 4) Directing staff to proceed w /obtaining a Land Use Permit for entire property.
