Staff Update
a) Recent Personnel Advancement
Jolene Bertera has advanced to Engineering Assistant III in the Permits and Sewer
Services Charge Department effective August 28, 2013.

b) Resolution of Unclaimed Homeowner and Contractor Deposits
Prior to 1998, the District collected deposits from both homeowners and contractors as a
condition of obtaining a sewer permit. Homeowner deposits were $50 and the amount for
contractor deposits varied. Eighty -four (84) homeowner deposits and forty -seven (47)
contractor deposits totaling approximately $66,000 are unclaimed.
District staff has attempted to return these deposits to the respective homeowners and
contractors several times, including mailings and telephone calls in 1999 and 2001. In
some cases, letters were returned as undeliverable or with indications that the party had
moved and no forwarding address was available. Staff believes that all reasonable efforts
to locate these homeowners and contractors have been made. District Counsel has
reviewed the matter and advised that legal notices should be published as described in
Sections 50050 and 50051 of the Government Code. Under the Government Code,
funds that remain unclaimed after publication will become property of the District.
The District no longer collects deposits for sewer permits
Treatment Plant
c) Unauthorized Discharge on September 10, 2013
On September 10, 2013, the District experienced an unauthorized discharge of fully -
treated final effluent from the pumped Outfall Line onto Contra Costa County property,
north of the Treatment Plant. An estimated 30 gallons of treated effluent were discharged
prior to completion of repairs. Discharged water did not reach local waterways and was
contained within the area sloping toward the pipe riser.
The leak was reported by a District contractor who observed water seeping from
perforations on the pipe riser of Manhole No. 14. This manhole is located on Contra
Costa County property behind the Martinez Gun Club at 900 Waterbird Way in Martinez,
California. Treatment Plant Maintenance installed a pipe repair plug to control the leak,
and a permanent repair is anticipated to be completed within the next six weeks.

d) Opacity Excursion on September 18, 2013
On Wednesday, September 18, 2013, in preparation for a Waste Heat Boiler external
inspection on Multiple Hearth Furnace No. 1, staff decreased the furnace feed from two
centrifuges to one. During this transition, an opacity excursion occurred. The excursion
was greater than 20 percent for nine minutes. This exceeded our Bay Area Air Quality
Management District ( BAAQMD) Permit -to- Operate limit of three minutes of opacity
greater than 20 percent in any clock -hour period. The excess opacity was properly
reported to BAAQMD on the same day. BAAQMD's Enforcement Division will review the
Excursion Report to determine if there is any enforcement action necessary.

e) District Staff to Host Industrial User Academy on October 15 -16,
2013
The District's Environmental Compliance team will be hosting an Industrial User Academy
on October 15 -16, 2013. The businesses that have been issued an Industrial User Permit
are invited to attend this training session at no charge. Environmental Compliance
Inspectors lead sessions that address the more complicated elements of the permits so
that attendees can understand the standards and how to avoid problems that commonly
occur. In addition, inspection and enforcement processes are covered to enable
participants to ask questions about the process or their experiences. The Academy has
been popular with previous participants, and the District is planning for another successful
session this year. Attached is a brochure that was sent to the permitted businesses
inviting them to attend.

business's industrial user wastewater
discharge permit. It's an opportunity to
learn why the permit is important, how it's
enforced, and what you can do to achieve
compliance.
Why Should 1 Attend?

confusing and complicated. The IU Academy
will help to clarify what's required and show
you the actions you should take —and those
you should avoid —to prevent discharge
violations that may potentially harm the
environment and cost your business time and
money.
