ISSUE: A resolution of the Board of Directors is required to accept and record grants of
easements and execute and record quitclaim deeds.
RECOMMENDATION: Adopt a resolution accepting the four grants of easements and
executing the three related quitclaim deeds and authorizing staff to record both
documents with the Contra Costa County Recorder.
FINANCIAL IMPACTS: Approximately $45,833.00 will be paid for the four remaining
permanent easements related to Lafayette Sewer Renovations Project, Phase 8
(District Project (DP) 8404) and no financial impact to quitclaim the existing easements.
ALTERNATIVES /CONSIDERATIONS: None.
BACKGROUND: The District installed and rehabilitated
approximately 9,000 linear feet of 6- and 8- inch sewer
lines using pipeburst, horizontal directional drilling and
open -cut methods as part of the Lafayette Sewer
Renovations Project, Phase 8 (DP 8404). The project
which began construction Spring 2013 had a total of 5
permanent easements which were acquired to upgrade
District property rights or for new alignments that were
needed. A permanent easement (3977 S Peardale Drive)
was previously accepted by the Board prior to completion
of construction on March 21, 2013. The recommended
Board action would be to accept the remaining four
permanent easements and quitclaim the existing District

Fong Wan and Jane Wan, owners at 3969 S Peardale Drive; Ellsworth A. Cragholm, Jr.
and Stacia H. Cragholm, owners at 3975 S Peardale Drive; and David E. Mattern and
Sherry L. Mattern, owners at 3967 S Peardale Drive in Lafayette and authorizing staff to
record the documents with the Contra Costa County Recorder.
Authorize the President of the Board of Directors and the Secretary of the District to
execute Quitclaim Deeds for three sewer easements to James R. Reilly and Karen S.
Reilly property owners at 3954 S Peardale Drive; Fong Wan and Jane Wan, owners at
3969 S Peardale Drive; and Ellsworth A. Cragholm, Jr. and Stacia H. Cragholm,
property owners at 3975 S Peardale Drive in Lafayette and authorizing staff to record
the documents with the Contra Costa County Recorder.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
ACCEPTING AND RECORDING OF GRANTS OF EASEMENTS FROM FOUR PROPERTY
OWNERS RELATED TO LAFAYETTE PHASE 8 AS LISTED IN EXHIBIT "A" (DISTRICT
PROJECT 8404 — PARCELS 1 -3 & 5) AND AUTHORIZING THE EXECUTION AND
RECORDING OF THREE QUITCLAIM DEEDS TO THE PROPERTY OWNERS WITHIN S.
PEARDALE DRIVE NEIGHBORHOOD, LAFAYETTE AS LISTED IN EXHIBIT "B" (JOB 1557)
BE IT RESOLVED by the Board of Directors of the Central Contra Costa Sanitary District
(District) as follows:
THAT the District accepts the four Grants of Easements (Sewer Purposes) from the property
owners in the Lafayette Phase 8 project as listed in Exhibit "A" hereto (District Project 8404 —
Parcels 1 -3 & 5); and the District hereby consents to the execution of three Quitclaim Deeds
each dated September 19, 2013 to the property owners with the S. Peardale Drive
neighborhood in the city of Lafayette as listed on Exhibit "B "; and
THAT the President of the Board of Directors and the Secretary of the District are hereby
authorized to execute said deeds for and on behalf of the District; and
THAT staff is authorized to record the documents in the office of the Recorder of Contra
Costa County.
