Adopt resolution re Pollution Prevention WeekRESOLUTION NO. 2013 -033 CENTRAL CONTRA COSTA SANITARY DISTRICT RESOLUTION DECLARING POLLUTION PREVENTION WEEK WHEREAS, it is the mission of the Central Contra Costa Sanitary District (District) to protect public health and the environment; and WHEREAS, the presence of hazardous substances in homes and businesses in the District service area which could be improperly discharged to sanitary sewers or storm drains creates a potential threat to public health and the environment; and WHEREAS, the United States Environmental Protection Agency and the San Francisco Bay Regional Water Quality Control Board support reducing hazardous discharges at the source through more efficient use, conservation, product substitution, recycling, reuse and waste reduction, which is termed pollution prevention; and WHEREAS, pollution prevention techniques will reduce the amount of hazardous substances being discharged to sanitary sewers and storm drains; and WHEREAS, the District, in partnership with Mt. View Sanitary District, accepts and properly disposes of household and commercially - generated hazardous waste from the cities of Clayton, Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek and the unincorporated communities in central Contra Costa County, and adopting pollution prevention measures will reduce the amount, cost of handling and proper disposal of this waste; and WHEREAS, the District, a certified green business, is partnering with other agencies in the county to certify and recognize green businesses through the Contra Costa Green Business Program; and WHEREAS, the District is partnering with the Contra Costa Clean Water Program to inspect businesses to reduce pollution in storm drains; and 3.a. WHEREAS, the District is partnering with the Contra Costa County Office of the Sheriff, the cities of Alamo, Clayton, Concord, Danville, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon and Walnut Creek, Allied Waste Services of Contra Costa County, Central Contra Costa Solid Waste Authority and Concord Disposal to provide collection and proper disposal of almost 43,000 pounds of unwanted residential pharmaceutical waste in central Contra Costa County since February 2009; and WHEREAS, the District has specific programs for educating dischargers about the positive effects pollution prevention practices can have on the environment and how critical proper use, storage and disposal of hazardous substances in the household and work place are to protecting the environment; and WHEREAS, the District offers educational programs for more than 4,000 students in its service area from elementary, middle and high schools in the areas of water quality, pollution prevention and wastewater treatment processes and the life of the Delta; and Resolution No. 2013 -013 Central Contra Costa Sanitary District Page 2 of 2 WHEREAS, the District recognizes the contributions of residents and businesses that prevent pollution, and organizations that provide pollution prevention education; and WHEREAS, the District is partnering with Mt. View Sanitary District on a pollution prevention campaign during the month of September 2013 entitled "Wipes Clog Pipes" to encourage residents to not flush wipes; and WHEREAS, Monday, September 16 through Sunday, September 22, 2013, is recognized nationally as Pollution Prevention Week. NOW, THEREFORE, BE IT RESOLVED that it is the policy of the District to encourage and promote pollution prevention practices, technologies and education which will reduce the amount of hazardous substances being discharged to sanitary sewers and storm drains; and BE IT FURTHER RESOLVED that the Board of Directors declares that September 16 through September 22, 2013 be recognized within the District as Pollution Prevention Week.
