Concord Landscape Recycled Water Project
b) Update on Recent Natural Gas Leak in Conjunction with Concord
Landscape Recycled Water Protect, District Project 7299
On July 19, 2013, at approximately 9:15 a.m., Platinum Pipeline crews (the contractor)
struck and broke a 2 -inch PG &E gas line at the intersection of Burnett Avenue and
Meridian Park Boulevard in Concord, while excavating for the installation of the 14 -inch
recycled water pipeline as part of the Concord Landscape Project, DP 7299. The
Contractor notified emergency services and was directed to close off traffic access and
evacuate surrounding businesses.
PG &E response crews stopped the gas leak at approximately 11:45 a.m., and all repairs
to the line were completed by approximately 3:30 p.m.
The subject gas line was not marked by PG &E as per USA request, but it was shown on
the Project Drawings. The District has assessed the Contractor Liquidated Damages in
the amount of $2,000 for damage to existing utility shown on the plans.
Treatment Plant
c) Treatment Plant Opacity Excursion Experienced on July 24, 2013
On Wednesday, July 24, 2013, an electrical breaker on Multiple Hearth Furnace No.1
tripped causing a loss of power to the Programmable Logic Controller (PLC) that controls
the operation of Furnace No. 1. The operators lost the ability to control the center shaft
speed, furnace burners, and induced draft fan, as well as the ability to monitor center
shaft speed, furnace hearth temperatures, and draft. In the process of identifying and
manually resetting the breaker, 17 minutes elapsed. The inability to control and monitor
the operation of the furnace resulted in an uncontrolled operating condition, resulting in an
opacity excursion greater than 20 percent for 9 minutes and 40 seconds. This exceeded
the District's Bay Area Air Quality Management District (BAAQMD) Permit -to- Operate

limit of 3 minutes of opacity greater than 20 percent in any clock -hour period. Breakdown
Relief was requested from BAAQMD on the same day. The excess opacity was reported
to BAAQMD on the next business day. The BAAQMD Enforcement Division will review
both the Breakdown Relief Request and the Opacity Excursion Report to determine if any
enforcement action necessary.
Board Priorities Workshop
d) Board Priorities Workshop Scheduled for October 22, 2013
The Board Priorities Workshop previously scheduled for May 21, 2013 has been
rescheduled to October 22, 2013. It will be an all -day session held at the Contra Costa
Country Club.
As previously announced, Larry Bienati, Ph.D., Senior Principal of Consultants to
Management, Inc., of Benicia will be the Workshop facilitator. Specific topics for
discussion are in the process of being prioritized by the various Board Committees. A
combined list of topics will be presented to the full Board in late September or early
October for final prioritization.

e) _Purchasing and Materials Services Division Receives
Achievement of Excellence in Procurement Award
On July 30, 2013, the District received a letter from the National Procurement Institute
notifying us that the Purchasing and Materials Services Division has earned the
Achievement of Excellence in Procurement (AEP) Award for 2013. A copy of the letter
follows these announcements. The AEP Award, which is designed to recognize
organizational excellence in procurement, will be presented to the Board at a subsequent
meeting.
