Swanson Provisional General Manager ISSUE: Due to the passage of the Public Employees' Pension Reform Act of 2013 (PEPRA), Contra Costa County Employees' Retirement Association ( CCCERA) has revised its definition of "publicly available pay schedule" and our current salary schedule does not meet the newly revised criteria. RECOMMENDATION: Adopt the attached salary schedule for all District classifications effective August 15, 2015. FINANCIAL IMPACTS: There is no fiscal impact associated with this action. ALTERNATIVES /CONSIDERATIONS: None. BACKGROUND: CCCERA has revised its definition of a "publicly available pay schedule" as one that satisfies all of the following requirements: 1. Has been duly approved and adopted by the employer's governing body in accordance with applicable public meeting laws 2. Identifies the position title for every employee position 3. Shows the pay rate for each identified position, which may be stated as a single amount or as multiple amounts within a range 4. Indicates the time base, including, but not limited to, whether the time base is hourly, daily, bi- weekly, monthly, bi- monthly, or annually 5. Is posted at the office of the employer or immediately accessible and available for public review from the employer during normal business hours or posted on the employer's internet website 6. Indicates an effective date and date of any revisions 7. Is retained by the employer and available for public inspection for not less than five years 8. Does not reference another document in lieu of disclosing the pay rate Page 1 of 2 POSITION PAPER Board Meeting Date: August 15, 2013 subject: ADOPT SALARY SCHEDULE FOR ALL DISTRICT CLASSIFICATIONS Due to the revised definition, our current salary schedule does not meet all of the aforementioned requirements. Staff has revised the salary schedule in order to meet the requirements and is now requesting Board approval and adoption. This matter was reviewed by the Human Resources Committee at its July 23, 2013. The Committee recommends Board approval. RECOMMENDED BOARD ACTION: Adopt the attached salary schedule for all District classifications effective August 15, 2015. Attached Supporting Document., 1.
