FOR THE CONSTRUCTION OF THE DIABLO SEWER RENOVATIONS, PHASE 2, DISTRICT PROJECT 5976 Submitted By. Swanson Provisional General Manager ISSUE: On June 27, 2013, three (3) sealed bids were received and opened for the construction of the Diablo Sewer Renovations, Phase 2, District Project 5976. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the contract documents subject to SUBMITTAL requirements. RECOMMENDATION: Award a construction contract, and authorize the General Manager to execute the Contract Documents subject to favorable review of insurance certificates, bond submittals, appropriate Contractor license, and any other required submittals (SUBMITTALS). FINANCIAL IMPACTS: Approximately $3,563,000, including design, bid price, contingency, and construction management. ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended. BACKGROUND: The project is the second phase of renovations anticipated in Diablo (see Attachment 1). The Diablo Sewer Renovations, Phase 2 project, will renovate and /or replace approximately 9,350 feet of 6 -, 8 -, 10 -, and 12 -inch sewer lines in Danville and Diablo. The existing sewer running along Calle Arroyo is very shallow, with some sections having as little as 1 foot of cover. This sewer line was originally installed near a creek bank, has difficult access, and requires frequent maintenance (every two to four months). During the planning phase of the project it was determined that extensive sewer realignment would be necessary to deepen existing shallow sewer pipes in the Calle Arroyo area. In order to design a new sewer alignment, larger- than - typical efforts were required to complete survey, field, and geotechnical investigations. FOR THE CONSTRUCTION OF THE DIABLO SEWER RENOVATIONS, PHASE 2, DISTRICT PROJECT 5976 lengthy negotiations with the Diablo Country Club needed to be conducted in order to obtain new right -of -way easements, which caused the bid to occur late in the season. District staff prepared plans and specifications for the project. The Engineer's estimate for construction of the Diablo Sewer Renovations, Phase 2, District Project 5976, is $1,800,000. This project was advertised on June 11 and 17, 2013. Three sealed bids ranging from $2,085,370 to $4,306,072 were received and publicly opened on June 27, 2013. The Engineering Department conducted a technical and commercial review of the bids and determined that California Trenchless, Inc. is the lowest responsive bidder with a bid amount of $2,085,370. A summary of bids received is shown in Attachment 2. The District will administer the construction contract and will provide contract administration, inspection, survey, office engineering, and submittal review. The funds required to complete this project, as shown in Attachment 3, are $2,863,000. The total cost of the Diablo Sewer Renovations, Phase 2, is anticipated to be $3,563,000. The engineering level of effort to design a new and deeper sewer alignment, combined with extensive coordination to obtain new right -of -way easements, and a changing bid climate, resulted in the higher total project cost. Because of the condition of existing sewers, frequent maintenance, location near a creek, difficult access, and already negotiated right -of -way agreements, staff recommends award of this contract. This project is included in the fiscal year (FY) 2013 -2014 Capital Improvement Budget (CIB) on page CS -9. Staff has conducted a cash -flow analysis of the Collection System Program budget and concluded that adequate funds are available for this project. The Board found this project exempt from the California Environmental Quality Act at its May 2, 2013, meeting. RECOMMENDED BOARD ACTION: Staff recommends the following: Award a construction contract in the amount of $2,085,370 for the construction of the Diablo Sewer Renovations, Phase 2, District Project 5976, to California Trenchless, Inc., the lowest responsive bidder, and 2.
