ISSUE: On June 4, 2013, four (4) sealed bids were received and opened for the
construction of the Cured -in -Place Pipe (CIPP) Lining of Sanitary Sewers, District
Project 5999. The Board of Directors must award the contract or reject bids within 50
days of the bid opening. Authorize the General Manager to execute the contract
documents subject to SUBMITTAL requirements.
RECOMMENDATION: Find that the project is exempt from the California
Environmental Quality Act (CEQA), award a construction contract, and authorize the
General Manager to execute the Contract Documents subject to favorable review of
insurance certificates, bond submittals, appropriate Contractor license, and any other
required submittals (SUBMITTALS).
FINANCIAL IMPACTS: Up to approximately $472,000, including design, bid price,
contingency, and construction management.
ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: This project is a blanket contract for urgent cured -in -place lining
construction work as a part of the Collection System Urgent Projects Program. The
contract will provide the Collection System Operations Department (CSOD) with a
cost - effective and expedient method to get critical sewers repaired. The construction of
these sewers will take place in easements and low- traffic residential areas in various
locations throughout the District's service. area. The initial work for the project includes
three sites (shown on Attachment 1) at a cost of $51,396, which are representative of
any future additional urgent cured -in -place lining repair locations. Future repair sites
will be added on an as- needed basis as sewer deficiencies are identified by CSOD.
The contract will be open for three years.

District staff prepared the plans and specifications for the project. The Engineer's
estimate for construction of the CIPP Lining of Sanitary Sewers, District Project 5999, is
$316,000. This project was advertised on May 17 and 22, 2013. Four sealed bids
ranging from $316,582 to $509,955 were received and publicly opened on June 4,
2013. The Engineering Department conducted a technical and commercial review of
the bids and determined that Nor -Cal Pipeline Services is the lowest responsive bidder
with a bid amount of $316,582. A summary of bids received is shown in Attachment 2.
The District will administer the construction contract and will provide contract
administration, inspection, survey, office engineering, and submittal review. The funds
required to complete this project, as shown in Attachment 3, are $379,800. The total
cost of the CIPP Lining of Sanitary Sewers is anticipated to be up to $472,000.
This project is included in the fiscal year (FY) 2012 -13 Capital Improvement Budget
(CIB) on page CS -26. The CIB lists the total project cost as $236,000, which was an
estimate of the funds required to meet the needs of CSOD. As the project was
developed, to minimize costs associated with bidding and processing contract
documents, the project duration was increased from two years to three years.
Additionally, to provide more flexibility for CSOD, the scope of work was expanded.
This resulted in higher total project costs than what is included in the CIB. Based on
the District's prior experience with similar blanket contracts, staff does not anticipate
expending the authorized funds during any of the next three years. Staff has conducted
a cash -flow analysis of the Collection System Program budget and concluded that
adequate funds are available for this project.
Staff has concluded that this project is exempt from CEQA under CCCSD CEQA
Guidelines Section 15301, because it involves making minor alterations to existing
sewer facilities at the same locations and with the same purpose and level of activity as
the facilities being replaced. This project also is exempt under District CEQA
Guidelines Section 15061(b)(3), since it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on the environment.
This certainty is based on the District's past experience with numerous sewer
construction projects of this nature, the relatively short distances involved, and the
District's mitigating construction specifications. These specifications are standardized
general and special conditions that are made part of the project bid documents to
address environmental considerations, such as protecting trees and riparian areas, as
well as compliance with applicable federal, state, county, district, municipal and local
laws, ordinances, orders, and regulations. Approval of this project will establish the
Board of Directors' independent finding that this project is exempt from CEQA.

1. Find that the project is exempt from CEQA,
2. Award a construction contract in the amount of $316,582 for the construction of
the CIPP Lining of Sanitary Sewers, District Project 5999, to Nor -Cal Pipeline
Services, the lowest responsive bidder, and
3. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements.
