ISSUE: Board of Directors' approval is required when making revisions to job
classifications.
RECOMMENDATION: Adopt revisions to the Plant Operations Superintendent job
classification.
FINANCIAL IMPACTS: There is no fiscal impact associated with this request.
ALTERNATIVES /CONSIDERATIONS: Do not adopt the revisions to the job
classification. If this action is not approved, the Plant Operations Superintendent
classification will not accurately reflect the essential functions and the minimum
qualifications required for this classification.
BACKGROUND: Staff has evaluated the Plant Operations Superintendent job
classification and determined that several changes are necessary in order to accurately
reflect the minimum qualifications required for this classification and to update the
essential functions as this job classification has not been reviewed or revised since
2005. Attached is the draft revised job classification. Any additions are denoted in blue
and any deletions are denoted by red strikeouts.
As the changes to the job description are not substantive and result in no financial
impact, this matter is being sent directly to the Board without convening a Human
Resources Committee meeting.
Additionally, the District and the Management Support/Confidential Group agree upon
the changes to the Plant Operations Superintendent job classification.

PLANT OPERATIONS SUPERINTENDENT
DEFINITION
ATTACHMENT 1
Plan, organize, direct, and review the daily operations of the District's wastewater
treatment facilityias including primary, secondary, tertiary, and solids treatment
processes;
and performs other related duties as assigned
DISTINGUISHING CHARACTERISTICS
This single position classification is primarily responsible for the day -to -dam operations
of the wastewater treatment facility. This classification is distinguished from the Plant
Operations Division Manager in that the latter has the overall responsibility of the Plant
Operation Division and is further distinguished from the Shift Supervisor classification in
that the latter acts as the first -line supervisor to the technical staff within the Plant
Operations Division.
The use of respiratory equipment [including self- contained breathing apparatus
(S.C.B.A.)] may be required for this position. Therefore, the Plant Operations
Superintendent will be required to be free of facial hair that would interfere with the use
of a respirator for annual fit tests and for any occasion, which requires the use of
respiratory equipment to comply with the District's respiratory program and Cal /OSHA
standards.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the Plant Operations Division Manager.

Supervise subordinate personnel which includes scheduling and prioritizing work
training, evaluating, and monitoring performance and taking any disciplinary action if
appropriate.
Ttroubleshoot plant operation systems and equipment.
Ensure that the day -to -day plant processes are in compliance with standard operating
procedures (SOPs) and any applicable regulations.

Review and evaluate various types of operational and treatment plant process data

Perform related duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Principles, practices, and techniques of wastewater collection treatment and
discharge.
Operational characteristics of a wastewater agency.
Basic principles and practices of budget administration.
Applicable Federal, State,
and local laws, regulations, and permit requirements as they relate to the
treatment of wastewater.
Operation and routine preventive maintenance of mechanical, electrical, and
data processing equipment found in ante a modern wastewater
treatment facility.
Principles and practices of performance management and supervision
Safety precautions as required by the District including but not limited to
Cal /OSHA General Industry Safety Orders District's Respiratory Protection
Program, and District Safety Directives.
Ability to:

Special Physical Requirements:
May be required to respond in an emergency. Must be able to wear S.C.B.A.
weighing 32 pounds; must be able to hear audio alarm and /or see flashing alarm
lights.

Any combination equivalent to experience and education that could likely provide

Licenses and Certificates
Must possess Aa - California Grade IV Wastewater Treatment Plant Operator

Plant Operator's Certificate within epe y-& two years of appointment.
Possession of a valid California Driver's License.
