FOR THE CONSTRUCTION OF THE SUSPENDED PIPE SUPPORT EVALUATION AND REPAIR, DISTRICT PROJECT 5955 Submitted By. Antkowiak — Capital Projects Division Manager Provisional General Manager ISSUE: On May 23, 2013, two (2) sealed bids were received and opened for the construction of the Suspended Pipe Support Evaluation and Repair, District Project 5955. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the contract documents subject to SUBMITTAL requirements. RECOMMENDATION: Award a construction contract, and authorize the General Manager to execute the Contract Documents subject to favorable review of insurance certificates, bond submittals, appropriate Contractor license, and any other required submittals (SUBMITTALS). FINANCIAL IMPACTS: Approximately $392,000, including design, bid price, contingency, and construction management. ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended. BACKGROUND: In 2009, the structural supports failed for a 20 -inch recycled water pipeline crossing Grayson Creek. Based on this experience, District staff, with the assistance of a consultant structural engineer (TJC and Associates, Inc.), undertook a project that identified and evaluated 53 pipes suspended from bridges throughout the District service area. Of the 53 suspended pipe crossings, 41 were deemed to be adequate, and 12 needed a more in -depth structural evaluation. After the more detailed evaluation, staff determined that 8 pipe support systems needed modifications or replacement to protect the pipes from seismic events. All repairs will be conducted in the vicinity of active creeks, which require an extensive permitting process because of the temporary scaffolding to support the pipes and construction workers, and measures to protect the creek environment. The suspended pipe locations are shown in Attachment 1. TJC and Associates, Inc. and District staff prepared plans and specifications for the project. The Engineer's estimate for construction of the Suspended Pipe Support Evaluation and Repair, District Project 5955, is $120,000. This project was advertised on May 6 and 13, 2013. Two (2) sealed bids ranging from $125,215.80 to $277,000 were received and publicly opened on May 23, 2013. The Engineering Department conducted a technical and commercial review of the bids and determined that Bridge Masters, Inc. is the lowest responsive bidder with a bid amount of $125,215.80. A summary of bids received is shown in Attachment 2. The District will administer the construction contract and will provide contract administration, inspection, survey, office engineering, and submittal review. The funds required to complete this project, as shown in Attachment 3, are $202,000. The total cost of the Suspended Pipe Support Evaluation and Repair is anticipated to be $392,000. The engineering level of effort to evaluate all 53 sites, combined with extensive coordination to obtain environmental permits, and the special nature of the work, resulted in the higher total project cost. This project is included in the fiscal year (FY) 2012 -2013 Capital Improvement Budget (CIB) on page CS -27. Staff has conducted a cash -flow analysis of the Collection System Program budget and concluded that adequate funds are available for this project. The Board found this project exempt from the California Environmental Quality Act at its July 19, 2012, Board meeting. RECOMMENDED BOARD ACTION: Staff recommends the following: Award a construction contract in the amount of $125,215.80 for the construction of the Suspended Pipe Support Evaluation and Repair, District Project 5955, to Bridge Masters, Inc., the lowest responsive bidder, and 2.
