O'Malley — Human Resources Manager C. Swanson Provisional General Manager ISSUE: Board of Directors' approval is required when making revisions to job classifications. RECOMMENDATION: Adopt revisions to the Plant Operations Division Manager job classification. FINANCIAL IMPACTS: There is no fiscal impact associated with this request. ALTERNATIVES /CONSIDERATIONS: Do not adopt the revisions to the job classification. If this action is not approved, the Plant Operations Division Manager classification will not accurately reflect the essential functions and the minimum qualifications required for this classification. BACKGROUND: Staff has evaluated the Plant Operations Division Manager job classification and determined that several changes are necessary in order to accurately reflect the minimum qualifications required for the classification and to update the essential functions of this job classification. Attached is the draft revised job classification. Any additions are denoted in blue and any deletions are denoted by red strikeouts. As the changes to the job description are not substantive and result in no financial impact, this matter is being sent directly to the Board without convening a Human Resources Committee meeting. Additionally, the District and the Management Group agree upon the changes to the Plant Operations Division Manager job classification. Therefore, the Plant Operations Division Manager will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion, which requires the use of respiratory equipment to comply with the District's respiratory program and Cal /OSHA standards. SUPERVISION RECEIVED AND EXERCISED Receive general direction from the Director of Operations or the General Manager. Exercise direct and general supervision over professional and technical personnel within the Plant Operations Division. Identify Division -wide training needs and manage through subordinate staff, the development and implementation of training plans Select, train, evaluate and monitor the performance of Division personnel directly or through subordinate staff. Represent the District before Boards political bodies committees and the general public. Prepare reports and recommendations for the Board of Directors Participate in various conferences /training in order to maintain awareness of new trends and developments related to the treatment of wastewater. Monitor and analyze legislation and regulations that impact the treatment of wastewater and develop and implement programs that ensure compliance Oversee the preparation and submission of various statistical and analytical reports to regulatory agencies such as the San Francisco Regional Water Quality Control Board and the Bay Area Air Quality Management District Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Must be able to wear S.C.B.A. and perform confined space entry and emergency response duties in protective clothing and equipment including S.C.B.A. weighing 32 pounds. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five years of increasingly responsible experience managing plant operation related activities of a wastewater treatment plant similar to the District's.
