Call Meeting to Order Chair McGill called the meeting to order at 3:00 p.m. 2. Public Comments None. 3. Old Business a. Review staff's response to the Committee's request for information regarding the following expenditures at a previous meeting: Check# Date Vendor Amount 194596 3/28/13 Robert Half Technology $1,480.00 COMMITTEE ACTION: Reviewed staff's responses. 4. Risk Management a. Review Loss Control Report and discuss outstanding claims COMMITTEE ACTION: Reviewed the report. Budget and Finance Committee April 29, 2013 Page 2 5. Review March 2013 Financial Statements and Investment Reports (Item 4.c. in Board Binder) COMMITTEE ACTION: Reviewed and recommended Board approval. 6. Expenditures a. Review Expenditures (Item 4.b. in Board Binder) COMMITTEE ACTION: Reviewed and recommended Board approval. 7. Receive update on status of Request for Quotation (RFQ) for District auditors Finance Manager Thea Vassallo reported that the RFQ went out on Wednesday, April 17, 2013 and responses are due by Friday, May 3, 2013. Interviews with the Budget and Finance Committee will be scheduled for the May 13, 2013 meeting. COMMITTEE ACTION: Received the update. 8. Receive update on status of the California Public Employees' Retirement System (CaIPERS) questionnaire regarding possible move from Contra Costa County Employees' Retirement Association (CCCERA) Ms. Vassallo updated the Committee that the initial questionnaire was sent out March 21, 2013, and the District received confirmation of receipt from Ca /PERS on April 4, 2013. COMMITTEE ACTION: Received the update. *9. Announcements Ms. Vassallo announced that it would be possible for staff to provide to the Committee printed "Retirement News" updates from Richard Cabral (attached). It provides a quick summary of the current status of ongoing retirement issues. Ms. Vassallo announced to the Committee that 2014 CalPERS Health Premium Rate increases for 2014 have not been released yet, but California Society of Municipal Finance Officers (CSMFO) agencies polled are anticipating and budgeting for 9.5% to 14% increases within the Bay Area Region. The District's actual increases negotiated by Human Resources for Fiscal Year 2013 -14 are 2.88% for Kaiser and 9.2% for HealthNet. Budget and Finance Committee April 29, 2013 Page 3 10. Suggestions for future agenda items On May 13, 2013, Michele Martin, Regional Vice President, CA /NV from ICMA will give an update on the status of the Deferred Compensation Consolidation, which was discussed at the April 15, 2013 Committee meeting. On June 3, 2013, Andrew Brown from HighMark Capital Investments and Mitch Barker from Public Agency Retirement Services (PARS) will be in attendance to go over their responses to the Governmental Accounting Standards Board (GASB) 45 report prepared by Schultz Collins Lawson Chamber Investment Counsel, which was reviewed at the April 15, 2013 Committee meeting. 11.
