These eight locations were selected after staff, with the assistance of a consultant structural engineer, identified and evaluated all 53 sites where the District's sewer and recycled pipes are suspended from bridges. This project will be advertised in early May 2013. Bids will be opened on May 20, 2013. The construction cost is currently estimated at $120,000. More information will be presented when the Board is asked to approve the construction contract on June 6, 2013. b) Public Bidding for Sewer TV Inspection — Phase 2B, District Proiect 5948 The Sewer TV Inspection - Phase 213 project, District Project 5948, generally consists of providing sewer television inspection for selected pipe segments in Walnut Creek, Pleasant Hill, and Martinez. Reinspection will enable staff to evaluate sewers that were not selected for renovation projects. Also, staff can assess additional deterioration that may have occurred in the interim. This project will be advertised on April 29 and May 3, 2013. Bids will be opened on May 21, 2013. The cost is currently estimated at $750,000. More information will be presented when the Board is asked to approve the contract on June 6, 2013. Annexation Program Update c) Update on the District's Annexation Program In response to an inquiry by Board members at a previous meeting, staff has reviewed the status of the District's annexation program. As of April 11, 2013, there were 109 parcels within and adjacent to the District's service boundary that could be annexed. Of these parcels: • 72 have been approved by the Board, but have not yet completed Local Area Formation Commission's (LAFCO's) annexation process. District Annexation 183, Written Announcements April 18, 2013 Page 2 of 2 consisting of 23 parcels, is scheduled to be heard by LAFCO on April 17, 2013. The remaining parcels are expected to be annexed over the next several months. • 19 are expected to be part of future development projects; annexation will be sought after completion of each project's environmental report and development approval. • 18 can be included in one or more future District annexations. This total does not include parcels in areas at the edge of the District that would require extensions of the wastewater collection system and, possibly, changes to the District's Sphere of Influence (SOI) (e.g., Alhambra Valley and Tassajara Valley). Treatment Plant d) Update on Planned Natural Gas Utility Outage On March 21, 2013, it was announced that Pacific Gas and Electric Company (PG &E) would be shutting off the natural gas supply to the Treatment Plant for two to three days beginning April 8, 2013 to install automated valves on the transmission line that feeds the plant. During that time, landfill gas and diesel would be the primary fuels for the plant and Cogen will be shut down. PG &E recently rescheduled the natural gas outage to Saturday and Sunday, April 13 -14. During the outage, PG &E will provide a temporary natural gas supply trailer to run equipment that cannot operate without natural gas.
