ISSUE: The Guidelines and procedures developed by the State Department of Water
Resources (DWR) and the State Water Resources Control Board mandate that the
Integrated Regional Water Management Plan (IRWMP) be formally adopted, as
evidenced by a resolution or other written documentation, to receive grant funding on
projects.
RECOMMENDATION: Adopt resolution accepting the terms of the Integrated Regional
Water Management Plan (IRWMP) and authorize the General Manager to execute any
related documents as may be necessary to process grants.
FINANCIAL IMPACTS: No impact. Some staff time will be required occasionally. The
District will benefit from coordination of its projects with those of other water,
wastewater, flood management, stormwater quality and environmental organizations in
the Bay Area.
ALTERNATIVES /CONSIDERATIONS: The alternative is not to accept the IRWMP.
However, the District would not qualify for grant funding on future projects under State
programs that require conformance to the Bay Area IRWMP.
BACKGROUND: The Bay Area Integrated Regional Water Management Plan is a
nine - county effort to coordinate and improve water supply reliability, protect water
quality, manage flood protection, maintain public health standards, protect habitat and
watershed resources, and enhance the overall health of the bay. The IRWMP was
developed through consensus by a large group of diverse organizations located within
the boundaries of the San Francisco Bay Regional Water Quality Control Board. In
order to make the process more manageable and orderly, the discussions were
separated into four natural functional areas of interest: (1) water supply and quality, (2)
wastewater and recycled water, (3) flood protection and stormwater management, and
(4) watershed management, habitat protection and restoration.

The Bay Area Clean Water Agencies (BACWA) adopted the IRWMP on February 27,
2006. The Contra Costa County Board of Supervisors, the governing board of the
Contra Costa County Flood Control and Water Conservation District (Flood Control),
adopted the IRWMP on November 13, 2006.
A similar resolution, 2012 -050, was adopted by the District to receive Proposition 84
grant funding through an application submitted by the Bay Area Clean Water Agencies
to DWR; however it was specific to the Concord Landscape Project for recycled water.
Flood Control approached the District in January 2013 to partner on a project to raise
the height of the levees surrounding the treatment plant for flood protection up to a 500 -
year storm event. Flood Control has successfully received Proposition 1 E grant funding
in the first phase of distribution for half of the total cost of a flood control project at Wild
Cat Canyon.
The Guidelines and procedures developed by the State Department of Water
Resources and the State Water Resources Control Board mandate that the IRWMP be
formally adopted, as evidenced by a resolution or other written documentation.
Adoption of the IRWMP does not require a commitment of resources or participation in
any specific project.
The IRWMP consisted of a planning study and basic data collection that did not result
in the disturbance of any environmental resource. Therefore, the IRWMP is exempt
from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines
§15262 and §15306.
RECOMMENDED BOARD ACTION: Adopt resolution accepting the Integrated
Regional Water Management Plan (IRWMP) and authorize the General Manager to
execute other related documents as may be necessary to process grant funding.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
ACCEPTING THE TERMS OF THE INTEGRATED REGIONAL WATER
MANAGEMENT PLAN (IRWMP)
The Board of Directors of the Central Contra Costa Sanitary District (District), a public
agency located in Contra Costa County, California, formed under the Sanitary District
Act of 1923, hereby states and resolves as follows:
WHEREAS, the District adopts the San Francisco Bay Area Integrated Regional Water
Management Plan (IRWMP) dated November 6, 2006; and
WHEREAS, the General Manager, District, or designee, shall participate in the IRWMP
and grant funding process.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Central
Contra Costa Sanitary District as follows:
1. The District agrees to accept and comply with the IRWMP; and
2. The General Manager is hereby authorized to execute other related documents
as may be necessary to process grant funding.
PASSED AND ADOPTED this 4t" day of April 2013, by the Board of Directors of the
Central Contra Costa Sanitary District.
