Central Contra Costa Sanitary District April 4, 2013 TO: HONORABLE MEMBERS OF THE BOARD � "I FROM: ELAINE BOEHME, SECRETARY OF THE DISTRIC� CC: CURT SWANSON, PROVISIONAL GENERAL MANAGER SUBJECT: MEMBER WILLIAMS' REQUEST TO BE DESIGNATED DISTRICT REPRESENTATIVE TO NACWA At the Board meeting of March 21, 2013 Member Williams requested that the Board designate him as the District's Representative to the National Association of Clean Water Agencies ( NACWA). Member Williams currently serves on the NACWA Board, and to continue service on NACWA's Board as an elected official he has to be a designated representative of a member agency. Member Williams previously was the EBMUD designated representative until his recent retirement from that agency. See below for relevant excerpts from the NACWA by -laws: ARTICLE IV Board of Directors 4. Qualification: Eligibility for election to the Board shall be limited to those individuals who have been designated as their agency's representative to the association and only designated representatives of association members in good standing may serve on the Board. Only members of the Board shall be eligible to vote at Board meetings. Agency representatives shall be a full -time staff member, or an elected or appointed official of the agency represented (excerpt from NACWA Bylaws, emphasis added) ARTICLE IX Membership 1. In General. The membership of this association shall be composed of publicly owned wastewater treatment agencies and other publicly owned agencies that ensure and provide clean and safe water, as identified by the Board of Directors. Each agency shall act, through its designated representative who shall be a full -time staff member, or an elected or appointed official, of the agency represented. MEMBER WILLIAMS' REQUEST TO BE DESIGNATED DISTRICT REPRESENTATIVE TO NACWA Approving the designation does not preclude other District Board Members and staff from attending NACWA conferences or receiving information from that organization. No Alternate designation is appropriate, since NACWA Board Members are not permitted proxy votes. All NACWA Board meetings are open to the public. Member Williams' term on the NACWA Board ends in July, 2014.
