ISSUE: Board of Directors' approval is required when making revisions to job
classifications.
RECOMMENDATION: Adopt revisions to the Human Resources Analyst job
classification.
FINANCIAL IMPACTS: There is no fiscal impact associated with this request.
ALTERNATIVES /CONSIDERATIONS: Do not adopt the revisions to the job
classification. If this action is not approved, the Human Resources Analyst classification
will not accurately reflect the essential functions and minimum qualifications required for
this classification.
BACKGROUND: Staff has evaluated the Human Resources Analyst job classification
and determined that several changes are necessary in order to accurately reflect the
minimum qualifications required for the classification and to update the essential
functions as this job classification has not been reviewed or revised since 2008.
Attached is the draft revised job classification. Any additions are denoted in blue and
any deletions are denoted by red strikeouts.
This action was recommended for approval by the Human Resources Committee at its
March 6, 2013 meeting.
Additionally, the District and the Management Support/Confidential Group agree upon
the changes to the Human Resources Analyst job classification.
RECOMMENDED BOARD ACTION: Adopt revisions to the Human Resources Analyst
job classification.

HUMAN RESOURCES ANALYST
DEFINITION
Assist in cupen,;S;. g staff, planning, organizing and coordinating the work of the
District's Human Resources Division; perform professional level human resources work
related to the administration of a public human resources system including recruitment,
selection, classification, compensation, salary and benefits administration; employee
labor relations.- and performs other related duties as assigned. as required.
DISTINGUISHING CHARACTERISTICS
Positions in this class perform duties, which involve applying professional knowledge
and skills to various human resources programs and functions preblems with minimum
supervision.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the Human Resources Manager.
Exercise technical supervision over subordinate positions in the Human Resources
Division.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Coordinate, develop, administer and /or assist the Human Resources Manager in the
administration of the recruitment and examination process at the District.
Administer employee benefit programs as assigned; coordinate with District benefit
providers.
Provide information and interpretation to employees, other agencies, the public and
others concerning District employment opportunities, requirements, benefits, policies,
procedures, contracts, examination results, and related information.
Keep current and provide information and interpretation to others of various federal and
state labor laws pertaining to human resources.

Assist with various employee labor relations activities., as assigRed-.
Assist in the preparation of policies and procedures and their administration.
Prepare a variety of memoranda and reports.
Research, compile, analyze, and evaluate general and statistical information regarding
selection procedures and employment practices.
Conduct investigations into various personnel issues and make recommendations to
management.
Conduct employee benefit orientation for new employees and other training as
assigned; coordinate training as assigned.
Conduct surveys concerning personnel practices of other organizations.
Research, develop, review and revise job classification descriptions.
Handle verbal and written requests for information from other individuals and agencies.
Coordinate annual employee service awards program.
Coordinate Department of Transportation driver drug and alcohol testing program.
Coordinate with District occupational physician regarding employee work status and
restrictions; coordinate with departments regarding work limitations and
accommodations.
Act on behalf of the Human Resources Manager as required.
Perform related duties as required.

MINIMUM QUALIFICATIONS
Knowledge of:
The principles and practices of human resources administration including
classification and compensation recruitment and selection and benefits
administration
Federal and state laws related to human resources administration.
Interviewing techniques and obtaining relevant information at interviews

Learn the class descriptions, organization, functions, and policies and
procedures of the District.
Sit at desk, during test proctoring and in meetings for Iona periods of time on a
continuous basis. Intermittently twist to reach equipment- surrounding desk; use
telephone, write or use a keyboard to communicate through written means and
perform simple grasping; occasionally go outside for field - testing_
Experience and Education
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:
Experience_
Three years of general human resources administration experience.
Education:
Equivalent to a bachelor's degree from an accredited college or university with
major course work in human resources administration, business administration,
public administration, or a closely related field.
Substitution for Education:
Four years of additional qualifying experience as noted above may be
substituted for the bachelor's degree.
