Project Updates
b) Public Bidding for the Headquarters Office Building (HOB)
Improvements — Network Upgrades, District Project 8234
Headquarters Office Building (HOB) General Improvements — Network Upgrades, District
Project 8234, will upgrade existing network cables and fiber optic backbone cables in
HOB. The project will construct while HOB is vacated for the Seismic Improvements
Project. This scope was originally included in the Seismic Improvements, District Project
8226. Due to very high bid prices that were submitted for this portion of the work, staff
decided to bid the scope as a separate project. This project is scheduled to advertise for
construction on March 14 and March 27, 2013. The engineer's estimate for construction
of network upgrades is $120,000.
c) Public Bidding for the Primary Treatment Plant Renovations,
District Project 7285
Two of the four primary sedimentation tanks were constructed in the mid 1960's and the
final two tanks were constructed in the mid 1970's. The piping and components in the
primary area are 35 to 50 years old. This project will renovate the scum collection system
and the water and air pipelines at the primary sedimentation tanks. In addition, the
project will include renovation of concrete, hand railing, lighting, and electrical upgrades tc
the motor control center that provides power to the primary treatment facilities.
The project will also include installation of a scum thickening unit on the third floor of the
Solids Conditioning Building, construction of a new grit handling facility, two PE pump
VFDs and the upgrade of two PE pumps.
Due to the complexity of work, long equipment lead times, and wet weather construction
restrictions, the project is expected to require more than 2 years to complete.

This project will be advertised on March 19th and April 2nd. The bids will be opened on
April 16, 2013. The construction cost is currently estimated at $10,500,000. The Board
will be asked to award the construction contract on May 2, 2013.
Out -of -State Conference Attendance
d) Staff Attendance at California Water Environment Association
(CWEA) Annual Conference in Palm Springs from April 16 -19,
2013
The California Water Environment Association's (CWEA) 85th Annual Conference will be
held at the Palm Springs Convention Center from April 16 through April 19, 2013. A total
of sixteen (16) employees will be attending from the District, with fourteen (14) attending
the full conference, one of whom won free CWEA conference registration. Employees
are attending for a variety of purposes:
• To attend CWEA Executive Board Meeting,
• To attend Collection System Committee and workshops,
• To serve on Safety Committee and Judge Team Challenge,
• To serve as presenters, and
• Two employees have been nominated for the Safety Worker of the Year.
Environmental Services
e) Update on Caffe Classico Source Control Issues
Caffe Classico disconnected the process drain connection to the District's system on
Wednesday, 2/27/13, by capping the pipes in the sampling manhole. Environmental
Compliance Inspector Jeremy Talarico confirmed this disconnection, sealed the caps with
evidence tape, and took photos of the condition. The effluent pipe from the interceptor
that would discharge to the sampling manhole will be sealed as part of the plumbing
modifications underway to complete the zero discharge operations. Equipment to pump
the process wastewater from the interceptor to an on -site above ground storage tank is
being installed with a target to complete by 3/1/13. Caffe Classico ceased production on
2/27/13 to enable the modifications to be completed without needing to manage process
wastewater in the system. Production is not scheduled to start until the modifications are
completed (3/4/13 if the 3/1/13 target date is met). The first $5,000 penalty assessment
from Caffe Classico was received on 2/27/13. Caffe Classico is in compliance with the
settlement agreement elements that had effective dates of 2/28/13 and 3/1/13. The
District's Environmental Compliance Section staff will continue to oversee the operations
under the Zero Discharge Permit and to make sure Caffe Classico complies with the other
settlement agreement elements.
