ISSUE: The Central Contra Costa Sanitary District's (CCCSD's) 2012 Recycled Water
Quality and Distribution Annual Report has been prepared for submission to the
California Regional Water Quality Control Board (RWQCB), San Francisco Bay
Section. This annual report is presented to the Board of Directors' for information and
acceptance.
RECOMMENDATION: Accept the 2012 Recycled Water Quality and Distribution
Annual Report.
FINANCIAL IMPACTS: None
ALTERNATIVES /CONSIDERATIONS: Reject the 2012 Recycled Water Quality and
Distribution Annual Report, which is not recommended.
BACKGROUND: The attached 2012 Recycled Water Quality and Distribution Annual
Report describes this year's accomplishments and future expansion plans for the
CCCSD Recycled Water program. The following highlights program activities.
Recycled Water Production and Distribution — In 2012, CCCSD provided 190 million
gallons of recycled water to customers for landscape irrigation and commercial uses.
CCCSD also used 411 million gallons of recycled water internally at our wastewater
treatment plant. CCCSD recycled water remained in compliance with applicable tertiary
recycled water quality standards, except for October 27, 28 and 30, 2012, when the
dissolved oxygen (DO) was below 1.0 mg /L, which is an aesthetic standard to control
odors. However, no odors or sulfide were detected on these days.

Concord Recycled Water Landscape Project — This project will begin construction in
2013 and will install 2.3 miles of new distribution pipelines for 36 new customer
connections. The project will more than double CCCSD's recycled water connections.
The project is being grant funded by a $1.03 million State Proposition 84 grant and a
$97,000 grant from the US Bureau of Reclamation (USBR).
Recycled Water Toilet and Urinal Flushing Projects — Two dual plumbing projects were
initiated that will use recycled water for toilet and urinal flushing: the new Diablo Valley
College Commons classroom /faculty buildings and the conversion of the toilets and
urinals in CCCSD's Headquarters Office Building to recycled water. Both of these
projects will begin using recycled water in 2013.
Refinery Recycled Water Prooect — CCCSD has partnered with the Contra Costa Water
District (CCWD) to complete a Feasibility Study for the Refinery Project. The first
phase of this study, a Yield Study to determine the actual water supply yield and
benefits of the project, is currently being completed. The USBR is grant funding 50
percent of the costs of the Feasibility Study, and CCWD is sharing the local agency
cost contributions with CCCSD.
Development of Recycled Water Projects on CCCSD Buffer Properties — CCCSD has
been evaluating options for recycled water projects on vacant buffer land near the
Treatment Plant. Options being considered include using recycled water for growing
agricultural products and development of a soccer field complex.
Diablo Country Club Satellite Recycled Water Project — CCCSD entered into a
Memorandum of Agreement with the East Bay Municipal Utility District to evaluate
construction of a satellite recycled water treatment plant to supply irrigation water to the
Club's 18 -hole golf course near Danville. A Feasibility Study was completed in 2012,
and further collaborative investigations will be conducted in 2013.
The report was reviewed by the Enterprise Committee at their February 11, 2013
meeting, and was recommended for Board acceptance.
RECOMMENDED BOARD ACTION: Accept the 2012 Recycled Water Quality and
Distribution Annual Report.
