ISSUE: Board of Directors' approval is required when establishing new classifications
as well as deleting, adding, and filling positions.
RECOMMENDATION: Delete a vacant Electrical Technician position (G -69, $6,489-
$7,846), establish the classification of Plant Operations Training Coordinator (G -68,
$6,332 - $7,664), add a Plant Operations Training Coordinator position and authorize
filling the position.
FINANCIAL IMPACTS: Upon approval, this action will result in an annual cost savings
of $4,128 which takes into account salary, benefits, and pension costs at the maximum
steps of the salary ranges.
ALTERNATIVES /CONSIDERATIONS: Do not delete the Electrical Technician position,
do not establish the Plant Operations Training Coordinator classification, and add and
authorize the filling of the position. If this action is not approved, the District's ability to
effectively develop and coordinate technical training needed for Plant Operations staff
will be reduced.
BACKGROUND: After an evaluation of the technical training needs within the Plant
Operations Division and determining that the duties allocated to this position do not fall
within any existing District classifications, the District has determined that there is a
need to establish a new classification that would be responsible for developing and
coordinating the technical training for the Plant Operations Division.
This classification would be responsible for developing and coordinating training related
activities for the Plant Operations Division which includes but is not limited to,
developing Plant Operations training materials; conducting technical field and
classroom training; assisting in identifying training needs within the Division and

performing other related duties as assigned. This position will report directly to the
Plant Operations Superintendent.
The Electrical Technician position is vacant and is no longer needed and is being used
to offset the cost of this position, which results in a cost savings.
Attached is the draft of the job description.
This action, which was originally recommended for approval by the Human Resources
Committee on October 30, 2012, was continued from the December 6, 2012 Board
meeting and referred back to the Human Resources Committee for further discussion.
The Human Resources Committee considered the matter again on January 25, 2013
and recommended Board approval.

PLANT OPERATIONS TRAINING COORDINATOR
DEFINITION
Develop and coordinate training related activities for the Plant Operations Division
within the Operations Department; develop Plant Operations training materials; conduct
technical field and classroom training; assist in identifying training needs within the
Division and perform other related duties as assigned.
DISTINGUISHING CHARACTERISTICS
This classification is primarily responsible for the development and coordination of the
technical training related activities of the Plant Operators assigned to the Plant Operations
Division. This class is distinguished from the Plant Operator classification series in that the
latter is solely responsible for inspecting, operating, and maintaining the District's
wastewater treatment facility including primary, secondary, tertiary, and solids treatment
processes.
The use of respiratory equipment [including self- contained breathing apparatus (S.C.B.A.)]
may be required for this position. Therefore, the Plant Operations Training Coordinator
will be required to be free of facial hair that would interfere with the use of a respirator for
annual fit tests and for any occasion which requires the use of respiratory equipment to
comply with the District's respiratory program and Cal /OSHA standards.
SUPERVISION RECEIVED AND EXERCISED
Receive general supervision from the Plant Operations Superintendent.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Review, update, and /or develop Plant Operations training and educational materials
such as Plant Operations training manuals, training videos, as -built drawings, and other
in -house training curriculum.
Conduct technical field and classroom training for Plant Operators.
Review and assist in developing Hazardous Energy Control Procedures (HECP's) and

other asset management tools.
Develop tests in various media (written, verbal, and computer based) in order to
accurately gauge the technical aptitude of the Plant Operators.
Monitor and evaluate the efficiency and effectiveness of training curriculum by
reviewing and analyzing test results, logs and records, statistical data, and other
operating information.
Review and make recommendations related to revisions and /or the development of
Standard Operating Procedures related to the Plant Operations Division.
Provide feedback and recommend training needs to senior staff within the Plant
Operations Department.
Prepare, review, and maintain a variety of reports, manuals, correspondence, and
records related to the technical training program for plant operators.
Organize and maintain the plant operations training library which includes the archival
of training materials that no longer apply to current training needs.
Deal directly with State Water Resources Control Board regarding the Operator -In-
Training (OIT) program.
Participate in various conferences /training in order to maintain awareness of new trends
related to the development and delivery of technical training and education related to
Plant Operations.
May be required to participate on District sponsored committees related to training
and /or process improvement.
Perform related duties as required.
MINIMUM QUALIFICATIONS
Knowledge of:
Advanced wastewater treatment processes including primary, secondary,
tertiary, and solids processes and recycled water.
Equipment and its usage found in the District's wastewater treatment operation

including centrifuges, steam turbines, centrifugal blowers, multiple hearth
furnaces, and watertube and firetube boilers, gas turbine co- generation, ultra-
violet disinfection, diesel engines, and electrical distribution.
Operation of the components of a highly automated wastewater treatment
facility.
Technical training techniques, methods, and resources.
Modern office practices, procedures, methods, and equipment including word
processing and data management systems.
Safety precautions as required by the District, including but not limited to,
Cal /OSHA General Industry Safety Orders, Districts Respiratory Protection
Program, and District Safety Directives.
Ability to:
Work effectively and cooperatively with Division staff as well as with
representatives from other local, state, and federal agencies and programs.
Communicate effectively, both orally and in writing.
Prepare studies and or statistical /analytical reports.
Make effective written, graphic, and oral presentations of complex or technical
information.
Analyze technical reports and data.
Sit at desk for long periods of time on a continuous basis. Intermittently twist to
reach equipment- surrounding desk, and perform simple grasping; use telephone,
and write or use a keyboard; perform simple and power grasping, pushing, pulling
and fine manipulation; lift or carry weight of 10 pounds or less and, occasionally lift
or carry weight of 30 pounds or less.
Experience and Education:
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain
the knowledge and abilities would be:

Experience
Three years of experience as an operator at a wastewater treatment plant.
Education
Equivalent to the completion of the twelfth grade.
Licenses and Certificates:
Possession of a valid California Driver's License.
Possession of a California State Water Resources Board Grade III Wastewater
Treatment Plant Operator's Certificate or above is highly desirable.
