ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling
of positions.
RECOMMENDATION: Delete a vacant Pumping Stations Supervisor (S75, $7,521-
$9,106) and add and authorize the filling of two Pumping Station Operator I I I positions
(G70, $6,647 - $8,042).
FINANCIAL IMPACTS: Upon approval, this action will result in a cost savings of
$173,184 which takes into account salary, benefits, and pension costs.
ALTERNATIVES /CONSIDERATIONS: Do not delete, add, and authorize the filling of
the positions. If this action is not approved, Collection System Operations will not be
able to effectively staff the Pumping Stations Section.
BACKGROUND: Collection System Operations has recently evaluated the
organizational structure within the Pumping Stations Section and has determined that
there is a need for two Pumping Station Operator III positions in order to effectively staff
the Section and that there is no longer a need for the vacant Pumping Stations
Supervisor position.
Historically, there have been two Pumping Stations Supervisor positions that have
provided full oversight to six Pumping Station Operators who are assigned throughout
various locations within the District's service area. However, it would be more cost and
organizationally effective to have one Supervisor and two Plant Operator III positions as
this will allow the Section to have two dedicated positions that can provide the full scope
of on -site technical lead direction to the lower level Pumping Station Operators. The
Pumping Station Operator III positions will be responsible for providing lead direction of
assigned Operators in the operation, inspection, maintenance, and repair of the District
pumping station facilities and for regularly assisting in the training of lower level
Pumping Stations Operators in equipment and systems operations, departmental
procedures, and safety practices.

STATIONS OPERATOR III POSITIONS (G70,$6,647-$8,042).
These positions are subject to the Personnel Advancement Policy, therefore, they will
be filled by two current incumbents of the Pumping Station Operator series.
As such, this action will result in no additional positions being added to the six Operator
positions currently within the Section.
This action, which was originally recommended for approval by the Human Resources
Committee on October 30, 2012, was continued from the November 15, 2012 Board
meeting to December 6, 2012. On December 6th, the Board referred the matter back to
the Human Resources Committee for further discussion. The Human Resources
Committee considered the matter again on January 25, 2013 and recommended Board
approval.
RECOMMENDED BOARD ACTION: Delete a vacant Pumping Stations Supervisor
(S75, $7,521- $9,106) and add and authorize the filling of two Pumping Station Operator
III positions (G70, $6,647 - $8,042).
