ISSUE: Board of Directors' approval is required when making revisions to job
classifications
RECOMMENDATION: Adopt revisions to the General Manager job classification.
FINANCIAL IMPACTS: There is no fiscal impact associated with this request.
ALTERNATIVES /CONSIDERATIONS: Do not adopt the revisions to the job
classification. If this action is not approved, the General Manager classification will not
accurately reflect the essential functions and the minimum qualifications required for
this classification.
BACKGROUND: With the recent retirement of the General Manager and the pending
recruitment, staff has evaluated the General Manager job classification and determined
that several changes were necessary to the job classification. These changes are
needed in order to accurately reflect the minimum qualifications required for this
classification and to update the essential functions of this classification as the job
classification had not been reviewed nor revised since 2006.
Attached is the draft of the revised job classification. Any additions are denoted in blue
and any deletions are denoted by red strikeouts.
This action was recommended for approval by the Human Resources Committee at its
January 25, 2013 meeting.
RECOMMENDED BOARD ACTION: Adopt revisions to the General Manager job
classification.

GENERAL MANAGER
DEFINITION
Directs, manages, and administers all operational, engineering and administrative
activities of the District D aR and manage the affairs of the SaRitapy Dio+rin+ diFeGt the staff

DISTINGUISHING CHARACTERISTICS
This single position classification is distinguished by its overall responsibility for all District
functions, which include but are not limited to, collection system operations plant
operations, engineering, and administration.
SUPERVISION RECEIVED AND EXERCISED
Receive general and fiscal policy direction from the District Board of Directors.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Direct, manage, and administer the administrative, fiscal, operational, engineering and
personnel functions of the District.
Ensure that District operations are in conformance with applicable statutes, regulations
and policies.
In accordance with Board direction, manage the development and implementation of the
District -wide strategic plan as well as District goals, objectives, and priorities.
Formulate and implement short -term objectives and long -term goals for the District.
Advise the Board of Directors on all District related- matters, specifically those with
significant policy, legal, re uq latory, or political impact.
Select, train, evaluate, and monitor the performance of subordinate staff and develop and
implement succession planning tools and objectives.

Oversee the District's labor and employee /employer relations, policies, and procedures
Draft and recommend rules, regulations, fees, and charges for adoption by the Board
including specifications and requirements controlling the construction, repair, maintenance,
and operation of sewage systems, recycled water system and Household Hazardous
Waste Collection Facility.
Administer and eRf ^rGe policies and programs of the SaRitary District as approved by the
District Board, including the direction and supervision of administrative and management
personnel concerning the administration, engineering, construction, operation, safety, and
maintenance of the SaRitary- District.

Prepare complex administrative and financial reports and recommendations for the Board
of Directors.

planning policies approved by the Board.
Evaluate the effectiveness of established District -wide programs /services and develop and
implement new programs as mandated by law or community needs.
Direct and coordinate the work of subordinate managers to ensure the appropriate and
effective integration of District services.
Represent the District before local, state, and federal agencies technical groups
community organizations, political bodies, committees, and the general public.
Monitor and analyze legislation and regulations that may impact District operations.
Actively participate in various wastewater /water industry organizations in order to advocate
District interests and objectives.
Participate in various conferences /training in order to maintain awareness of new trends
and developments in the wastewater industry.
Confer with private individuals, firms, organizations, and local, state, and federal agencies

in the implementation and coordination of programs, projects, and various District activities.

Experience and Education:
Any combination equivalent to experience and education that could likely provide
the required knowledge and abilities would be qualifying. A typical way to obtain the
knowledge and abilities would be:
Experience:
Ten Fifteen years of broad and complex management experience, at least to

Education:
Equivalent to a bachelor's degree from an accredited college or university, with
major work in business or public administration, engineering or a related field.

A Master of Business or Public Administration or Master of Science degree in
Engineering is desirable.
Substitution for Education:
Four years of additional qualifying experience as noted above may be substituted
for the bachelor's degree.
Licenses and Certificates:
Possession of a valid California Driver's License.
