CENTRAL CONTRA COSTA SANITARY DISTRICT
HELD ON DECEMBER 20, 2012
The Board of Directors of the Central Contra Costa Sanitary District convened in a special
meeting in the Caucus Room, 5019 Imhoff Place, Martinez, County of Contra Costa, State of
California, at 1:30 p.m. on Thursday, December 20, 2012.
1. ROLL CALL
PRESENT: Members: Causey, McGill (via teleconference), Pilecki, Williams, Nejedly
ABSENT: Members: None
Member McGill participated by teleconference from 1137 Forest Drive, Elgin, Illinois 60123.
None.
2. PUBLIC COMMENTS
3. CLOSED SESSION
The Board convened in closed session at 1:30 p.m. regarding the following matter:
a. CONFERENCE WITH LABOR NEGOTIATORS PURSUANT TO GOVERNMENT
CODE SECTION 54957.6:
District Negotiators:
• Labor Negotiation and Benefits Counsel Edward L. Kreisberg, Esq.
• General Manager Ann Farrell
• Director of Collection System Operations Curtis Swanson
• Human Resources Manager Teji O'Malley
• Secretary of the District Elaine Boehme
Employee Organizations:
• Employees' Association, Public Employees Union, Local One
• Management Support/Confidential Group (MS /CG)
• Management Group
The Board recessed at 2:28 p.m. to reconvene in open session in the Board Room.

5. CONSIDERATION - OF ADOPTING A MEMORANDUM OF UNDERSTANDING (MOU)
BETWEEN THE DISTRICT AND PUBLIC EMPLOYEES UNION LOCAL ONE EFFECTIVE
APRIL 18, 2012 THROUGH DECEMBER 17, 2017
It was moved by Member McGill and seconded by President Nejedly to accept the terms of the
MOU with Local One. Motion passed by the following vote of the Board:
AYES: Members
NOES: Members
ABSTAIN: Members
Causey, McGill, Nejedly
Pilecki, Williams
None
Member Williams stated that the MOU would allow for five and a half more years of spiking
pension plans. Member Pilecki agreed.
6. ADJOURNMENT
There being no further business to come before the Board, President Nejedly adjourned the
meeting at 2:31 p.m. to reconvene in a regular meeting of the Central Contra Costa Sanitary
District Board of Directors.
