HomeMy WebLinkAbout07.a.1) (Handout) Consider conceptual Endorsement of CoCo San Sustainable Farm Proposal (Handout)IrAA) tA)Ovt)PK*) Sustainable Farm Proposal • CoCo San Sustainable Farm is non - profit organization partnered with Earth Island Institute and led by Dr. Carolyn Phinney (Executive Director) and Bethallyn Black (Horticulturist & Operations Manager) • Utilize entire 33 -acre site for Demonstration Garden with produce raised for area Schools and Food Bank — 5 acres of Row Crops — Community Garden in Planter Boxes — Cultivation of Alfalfa (Cash Crop) on 15 -20 acres — Dwarf Citrus Trees on East Perimeter to serve as buffer — Herb Garden — Training Plaza — Misc. Improvements including Parking Area, Office Structure, Shed Farm Proposal Plan Financial Aspects • CoCo San Sustainable Farm Budget estimated at $200,000 for the first 15- months • Initial CCCSD Donation — Land — Recycled Water to serve Farm — In -kind staff services • Uncertain on Development Costs • Work toward sharing of Cash Crop proceeds with the District after Farm is established Benefits to the District • Demonstrates the use of recycled water for agriculture to increase public awareness of this valuable resource. • Provides public education and outreach opportunities to promote pollution prevention, sustainable gardening practices, and use of less toxic products. • Provides goodwill to the community and enhances public relations. ATF JANUARY Board provides conceptual endorsement of 2013 Farm proposal District and Farm proponents refine project description, District starts Miugaled Negalrve FEBRUARY Declaration preparation, if necessary Farm project submits Use Permit application (with District authon2almon) to County for 90- day review process: District issues draft Mitigated Negative Preliminary comments! conditions from other MARCH Declaration, if necessary, for 30 -day review agencies available in approximately 30- days. District receives preliminary comments from other agencies: Public Hearing to Declare Property is Not Needed by District; Approve Project; and APRIL Approve Negative Declaration or Exemption. County receives District CEQA document and MAY completes its Use Permit process JUNE Board considers property lease 9 Development Steps • County Land Use Permit requires a $2700 deposit, application, full project description and site plans (90 days) • CEQA — Negative Declaration or Exemption • Traffic Impact Fees • Traffic Circulation • Storm Water Pollution Prevention Plan (SWPPP) • Airport Land Use Commission Review Airport Safety Zone Map -Maximum Density of 30 people per acre •20:1 Height Limitation with no more than 2- Stories •65 dB Noise Level -Prohibited Uses includes residences, children's schools, day care, hospitals and nursing homes -No aboveground bulk storage of hazardous materials 11 Imhoff Drive Dust Testing • Concern has been expressed about the possibility of toxic materials being present in the road dust on Imhoff Drive and making its way into the Farm's crops • Samples of Kiewit area road dust were collected from the County Quarry road sweeper and analyzed by a local laboratory. • The samples were analyzed for the California Administrative Manual's list of 17 heavy metals: Antimony, Arsenic, Barium, Beryllium, Cadmium, Chromium, Cobalt, Copper, Lead, Mercury, Molybdenum, Nickel, Selenium, Silver, Thallium, Vanadium, and Zinc. In Closing... • Consider a Non - Binding Conceptual Endorsement of the Sustainable Farm Proposal. • If endorsed: — Direct Staff to work with the proponents to develop Project Description and Budget, environmental documents and submission of an agricultural Land Use Permit. — Direct Staff to bring the Project Proposal back to the Board for Final Consideration at a Later Date.
