Staff Update
a) Registration Differential for Senior Engineer Randy Schmidt
The Memorandum of Understanding (MOU) between the Management Support/
Confidential Group (MS /CG) and the District provides that a one -step salary increase
shall be given to any full -time, regular employee who achieves registration as a
Professional Engineer while employed by the District in a position where such registration
is not required. The Senior Engineer position requires registration as a Professional
Engineer. Mr. Schmidt has held a Professional Engineer license in the branch of
Chemical Engineering for approximately 28 years, meeting the requirements of the
position.
Mr. Schmidt also received his license as a Professional Engineer in Civil Engineering in
1997. The MOU states "Such merit increase shall be subject to the employee's
demonstration of ability to assist in the accomplishment of District activities requiring a
level of skills and importance normally expected from a person with such certification."
Mr. Schmidt's current duties include permitting and compliance of the Treatment Plant
with all applicable air and solids handling regulations, tracking of pending regulations, and
management of Treatment Plant special projects, which require the professional level of
judgment and skill of a Registered Chemical Engineer. In addition, he has taken on major
responsibilities in the area of health risk assessment, Concord billing, wastewater
discharge compliance, hazardous material management, meteorological station
operation, and approval of various safety plans such as the Spill Prevention Control and
Countermeasure Plan (SPCC), the Hazardous Materials Business Plan (HMBP), and the
Contingency and Spill Prevention Plan (CSPP). These projects and plans require
extensive knowledge in the area of civil engineering and it is beneficial to the District for
Mr. Schmidt to be licensed as a Civil Engineer as well as a Chemical Engineer.
In accordance with the terms of the MOU, Randy Schmidt will receive a one -step salary
increase effective February 18, 2013.
Project Update
b) Award of Contract - Bay 5 Workroom Remodeling at 4737 Imhoff
Place, District Proiect 8224A
Eleven bids were received for the Bay 5 Workroom Remodel project, District Project
8224A, which includes renovation of the existing Bay 5 at 4737 Imhoff Place. The lowest

bid for the project was below the $100,000 threshold requiring Board approval. The
General Manager has awarded the contract to GreenTech for $74,980, the lowest
responsive and responsible bidder. The General Manager will execute the contract
documents subject to submittal requirements.
Collection System Operations
c) New Sewer Cleaning Vehicle
The District recently took delivery of a new combination hydro sewer cleaning truck. The
truck has the capability of cleaning sewers with high pressure water and vacuuming
water, debris, grit, and roots. The sewer cleaning equipment is manufactured by Vactor of
Streator, Illinois, and is mounted on an International cab and chassis. The vehicle, which
cost $392,548, was included in the Fiscal Year 2011 -12 Equipment Budget and required
a long lead time to purchase.
