ISSUE: Board approval of the California State Water Resources Control Board
( SWRCB) mandated update of the Sewer System Management Plan (SSMP) is
required.
RECOMMENDATION: Approve the CCCSD Sewer System Management Plan Five -
Year Update.
FINANCIAL IMPACTS: None.
ALTERNATIVES /CONSIDERATIONS: None.
BACKGROUND: On May 2, 2006, the SWRCB approved Order No. 2006 -0003,
"Statewide General Waste Discharge Requirements for Sanitary Sewer Systems" in an
effort to reduce and prevent sanitary sewer overflows.
In July 2007, the District Board approved the initial plan and schedule for development
of the SSMP, which documents activities to:
• Properly manage, operate and maintain all parts of the wastewater collection
system
• Provide adequate capacity to convey peaks flows
• Minimize the frequency of Sanitary Sewer Overflows (SSOs)
• Mitigate the impacts of SSOs
A component of the Order requires updating the SSMP every five years. This is the 5th
year since the District's SSMP was implemented, hence the need for this SSMP Five -
Year Update.
RECOMMENDED BOARD ACTION: Approve the CCCSD Sewer System
Management Plan Five -Year Update.
