O'Malley Ann E. Farrell General Manager ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling of positions as well as the revision of job classifications. 5.h. RECOMMENDATION: Revise the Director of Operations job classification and add and authorize the filling of a Director of Operations position (M20, $12,233- $15,452) and confirm appointment of Curtis W. Swanson as Director of Operations made at the December 6, 2012 Board meeting. FINANCIAL IMPACTS: This action has no financial impact as Curt Swanson is currently occupying the Director of Collection Systems Operations position and this action will change his title and responsibilities with no change in compensation. ALTERNATIVES /CONSIDERATIONS: Do not revise the job classification or add and authorize the filling of the position. If this action is not approved, the confirmation of the appointment of Curtis W. Swanson as Director of Operations made at the December 6, 2012 Board will not be possible. BACKGROUND: Staff is proposing that we return to a previous organizational model prior to Jim Kelly's appointment as General Manager with two managers in the Plant and one in Collection Systems all reporting to the Director of Operations, previously Jim Kelly. The Director of Operations will be responsible for managing the operating departments and training and mentoring the three new operations managers who are currently being recruited. Also, minor revisions to the previously utilized Director of Operations classification description were necessary in order to accurately reflect current duties. This action was reviewed by the Human Resources Committee at its October 30, 2012 meeting and held over from the Board meeting on November 15, 2012 to allow Board Member McGill to participate in the vote. It was held over again on December 6, 2012 because the action was combined with a position paper to delete various other Director positions and deletion of those positions was deferred. RECOMMENDED BOARD ACTION: Revise the Director of Operations job classification, add and authorize the filling of a Director of Operations position (M20, $12,233 - $15,452), and confirm the appointment of Curtis W. Swanson as Director of Operations made at the December 6, 2012 Board meeting. SUPERVISION RECEIVED AND EXERCISED Receive general direction from the General Manager. Exercise direct and general supervision over division heads, professional, and technical personnel within the Operations Department. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Manage the Operations Department of the District, making independent decisions as necessary in the management of the department. Attend administrative /management meetings reporting on department activities, making personnel recommendations, taking an active part in the establishment of District policies, standards, and procedures and assist in long -range planning. Manage departmental staffing matters, including evaluations, promotions, selections, transfers, and disciplinary actions; demonstrate a commitment to recruit, hire, and retain a diverse workforce. Hold departmental staff meetings, delegating responsibilities and authorities to various personnel and divisions of the department. Coordinate work with other departments; promote teamwork and consensus building. Administer the fiscal affairs of the department, including preparation of annual budget and control of expenditures. Confer with the public and representatives of other agencies; maintain positive community relations. Represent the District at public and professional meetings and conferences in regard to present and future projects. Prepare reports and position papers and submit appropriate materials to administration and /or the Board of Directors for necessary action. Research and implement the use of technological developments as they relate to the Operations Department. Coordinate and direct all investigation, studies, research, analyses, programs, projects, operations, and maintenance assigned to or being a responsibility of the department. Engineering principles, methods, and practices as applied to: the design, construction and operation of wastewater collection, treatment, and disposal systems and facilities; the operation of a wide variety of wastewater treatment processes; and facilities. Materials, procedures, and equipment used in the construction, operations, and maintenance of wastewater collection, treatment, and disposal facilities. Principles of project management and construction administration. Principles, methods, and techniques of implementing comprehensive maintenance programs. Principles of financial management, budget, and cost control. Principles of operation and maintenance of equipment and instruments common to a modern wastewater treatment /reclamation facility. Principles, practices, and methods of problem identification and data analyzing techniques including critical path scheduling techniques. Principles and practices of industrial safety regulations and guidelines. Local, regional, state and federal collection system and wastewater treatment related programs. Ability to: On a continuous basis analyze legal requirements, operational data, budgets and user reports, identify key issues, interpret detailed reports and contracts, know projects, observe work practices and methods, problem solve interpersonal and technical problems, remember facts on operations and budget, understand technical manuals and complex issues, and explain presentations. Sit at desk and in meetings for long periods of time on a continuous basis. Plan, organize, direct, and manage the work activities of a large and diversified group of professional, technical, non - technical and maintenance employees. Prepare correspondence and technical reports, which are complete, clear, and concise. Prepare budgets and control expenditures. Perceive and analyze problems correctly and take effective action. Make effective and professional presentations to the Board of Directors, regulatory officials, members of the public, and other groups as required. Establish and maintain cooperative working relationships in the department with other departments and divisions of the District and with persons and organizations dealing with the District. erience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience At least -Tten years of increasingly responsible prefessiORal PrGGess operations management experience, six years of which were in a management position within a wastewater treatment plant or similar process industry. Education Equivalent to a bachelor's degree from an accredited college or university with major work in civil, chemical, or mechanical engineering. A master's degree in engineering or business administration is desirable. Licenses and Certificates: Possession of a valid California Driver's License.
