RESOLUTION NO. 2012 -099
RESOLUTION COMMENDING BARBARA D. HOCKETT
FOR HER 20 YEARS OF SERVICE AS A MEMBER OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT
BOARD OF DIRECTORS
WHEREAS, Barbara D. Hockett was first elected to the Board of Directors of the Central
Contra Costa Sanitary District in 1992; and
WHEREAS, Ms. Hockett served as President of the Board in 1995, 2001, 2005 and
2011, and under her able leadership, the District accomplished significant goals and
objectives, promoting the mission, vision, and values of the District as a high
performance organization that provides exceptional customer service and full regulatory
compliance at responsible rates; and
WHEREAS, during her tenure, Board Member Hockett served on the Board Capital
Projects Committee, Human Resources Committee, Outreach Committee, Water
Recycling Committee, and Budget and Finance Committee, providing oversight and
review of the District's capital projects, hiring practices, community outreach efforts,
expansion of the distribution system for recycled water, and sound financial decisions;
and
WHEREAS, during her term as Board Member, she championed the design and
construction of the District's state -of- the -art Laboratory, Household Hazardous Waste
Collection Facility, and award - winning Collection System Operations' (CSO)
headquarters in Walnut Creek; and
WHEREAS, Board Member Hockett supported the development of Contractual
Assessment Districts which made it feasible for homeowners with failing septic systems
to connect to the District's sewer system; and
WHEREAS, during her tenure, the pharmaceutical collection program, which she
supported and promoted from its inception, removed nearly 50,000 pounds of
pharmaceuticals from the environment; and
WHEREAS, during her tenure, Board Member Hockett was a primary sponsor and
remained an active participant and strong advocate of the Water/Wastewater Operator
Training Program through its fifth successful year, ensuring a new generation of
professional plant operators; and
WHEREAS, while serving on the Central Contra Costa Sanitary District Board, she also
ably represented the District at the California Association of Sanitation Agencies, served
on its Executive Board, was its president from 2010 to 2011, and improved that
organization's service levels to the District and all of its member agencies; and

WHEREAS, during Board Member Hockett's time in office, the District achieved a 14th
consecutive year of 100 percent compliance with the District's National Pollutant
Discharge Elimination System permit requirements; and
WHEREAS, the District continued its exemplary financial performance, receiving its
12th consecutive Certificate for Excellence in Financial Reporting for the 2010 -2011
fiscal year and an Unqualified Opinion from the external auditors; and
WHEREAS, the District continued to experience a reduction in sewer overflows due to
increased resources provided by the Board of Directors, resulting in the lowest number
of sanitary sewer overflows in District history.
NOW, THEREFORE, BE IT RESOLVED that Board Member Barbara D. Hockett is
hereby commended for her distinguished service and leadership in the Central Contra
Costa Sanitary District during her 20 years in office, resulting in the continued success
of this high performance, innovative, and fiscally responsible organization that protects
the public health and the environment every day.
PASSED AND ADOPTED this 6th day of December, 2012, by the Board of Directors of
the Central Contra Costa Sanitary District by the following vote:
