Human Resources b) Temporary Hiring Back of Retirees At the time this matter was discussed by the Human Resources Committee on October 30, 2012, Contra Costa County Employees Retirement Association's (CCCERA) understanding of the Public Employees Pension Reform Act (PEPRA) of 2013 was that all retirees who are employed by the District as of January 1, 2013 would be subject to a 180 -day waiting period before re- employment unless the waiting period was waived via a public (non consent calendar) Board action. At this time, CCCERA has informed District staff that this provision would not apply to those retirees who are re -hired by the District prior to December 31, 2012. Therefore, no Board action will be required to waive the waiting period in order to employ the following retirees: Elizabeth Charlton (Land Surveyor) - Hired to provide ongoing support to the Survey Section and to aid in the training of new staff members until a replacement is hired. Doug Craig (Director of Plant Operations) - Hired to backfill for vacant Director of Plant Operations position until which time the Director of Operations is appointed and is fully versed in Plant Operations. Colette Curtis -Brown (Finance Administrator) - Hired to assist with year -end close and to advise on audit related issues as well as aid in the training of several new staff members within the Finance Division. Bhupinder Dhaliwal (Laboratory Superintendent) - Hired to assist with special studies being conducted on nutrients within Suisun Bay. John Phillips (Information Technology Analyst) - Hired to provide ongoing user support to customized District databases until a replacement is hired. Gary Rathunde (Associate Engineer) - Hired to provide, on an as- needed basis, to evaluate design reviews and constructability reviews for the Primary Treatment Renovation Project. Written Announcements December 6, 2012 Page 2 of 2 Dave Reindl (Senior Engineer) - Hired to provide, on an as- needed basis, to evaluate design reviews and constructability reviews for the Primary Treatment Renovation Project. Ralph Bates (Information Systems Specialist) - Hired to temporary backfill, for a one month period, to operate the computerized maintenance management system for the Collection System Operations Division due to a scheduled extended absence. These retirees are being retained due to specialized knowledge in their respective positions and /or are being utilized in order to ensure a seamless transition of knowledge from the retiree to the incumbents of their former positions. The District will be closely monitoring the use of all retirees to ensure cost effectiveness and efficiency while they are employed and all retirees will continue to be subject to working a maximum of 960 hours per fiscal year. Retirees who may be rehired by the District on or after January 1, 2013 will be subject to this provision and staff will return to the Board if waiver of the 180 -day waiting period is needed. Project Updates c) Public Bidding for Fire Protection System Improvements, District Project 7283 The District's existing fire protection system is comprised of many independent fire protection and alarm systems that have been installed over a 40 -year period; many of the systems no longer meet fire code. This project will bring the Headquarters Office Building (HOB) building up to current fire standards and address a variety of fire system issues located throughout the plant site. Construction in HOB will be concurrent with the Seismic Improvements. The project will be advertised on January 7 and 17, 2013. The bids will be opened on January 29, 2013. The construction cost is currently estimated at $170,000. The Board will be asked to approve the construction contract on February 7, 2013. d) Public Bidding for Bay 5 Workroom Remodeling at 4737 Imhoff Place, District Project 8224A The 4737 Imhoff Place Bay 5 Workroom Remodeling project includes the renovation of the existing Bay 5 at 4737 Imhoff Place. A portion of the existing storage area will be converted to offices. In addition, a door will be installed providing access between Bays 5 and 6. Lastly, the bathroom will be renovated to meet ADA compliance: This project will be advertised for bids on December 7 and 17, 2012. The engineer's construction cost estimate is $75,000.
