Subject: DELETE A VACANT PLANT OPERATIONS TRAINER POSITION (S79,
$7,948 - $9,609), ABOLISH THE CLASSIFICATION OF PLANT
OPERATIONS TRAINER, AND ADD AND AUTHORIZE THE FILLING OF A
SHIFT SUPERVISOR POSITION (S76, $7,402 - $8,963).

ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling
of positions as well as abolishing a classification.
RECOMMENDATION: Delete a vacant Plant Operations Trainer position (S79, $7,948-
$9,609), abolish the classification of Plant Operations Trainer, and add and authorize
the filling of a Shift Supervisor position (S76, $7,402- $8,963).
FINANCIAL IMPACTS: Upon approval, this action will result in a cost savings of
$14,652 which takes into account salary, benefits, and pension costs at the maximum
steps of the salary ranges.
ALTERNATIVES /CONSIDERATIONS: Do not delete, add, and authorize the filling of
the positions or abolish the classification. If this action is not approved, Plant
Operations will not be able to effectively staff the Operations Unit and the Division will
have a position within their staffing plan that is no longer needed.
BACKGROUND: Plant Operations has recently evaluated the organizational structure
within the Operations Unit and has determined that there is a need for one Shift
Supervisor position in order to effectively staff the Unit and there is no longer a need for
the vacant Plant Operations Trainer position
Plant Operations had added a Plant Operations Trainer position during the last staffing
plan but after a re- evaluation of this position, it has been determined that the
preponderance of the duties assigned to this position can be spread amongst the Shift
Supervisors and fall within the scope of the Shift Supervisor classification, therefore,
there is no need to have one dedicated position to oversee and manage the training
program within Plant Operations. By adding an additional Shift Supervisor position, it
would ensure that Operations has coverage for various shifts as well as backfill for
unscheduled and scheduled absences. This position will be responsible for supervising

the daily operation of the District's wastewater treatment facility including primary,
secondary, tertiary, and solids treatment processes; performing administrative and
managerial duties including training and evaluating plant personnel, scheduling work
assignments and maintaining appropriate records and logs.
This action was recommended for approval by the Human Resources Committee at its
October 30, 2012 meeting. It was held over from the Board meeting on November 15,
2012 to allow Board Member McGill to participate in the vote.
