ISSUE: District Code requires Board of Directors approval of management
appointments.
RECOMMENDATION: Appoint Curtis W. Swanson as Director of Operations, M -20
($12,233 - $15,452), effective December 6, 2012 and adopt the attached resolution.
FINANCIAL IMPACTS: The monthly salary range is $12,233 ($23,120 with benefits
and retirement) to $15,452 ($29,204 with benefits and retirement).
Mr. Swanson will be appointed at Step 5 equal to $15,452 per month ($29,204 with
benefits and retirement), or $185,425 per year ($350,453 with benefits and retirement)
which is equivalent to his current step placement as the Director of Collection System
Operations.
ALTERNATIVES /CONSIDERATIONS: Leave the position vacant or direct the General
Manager to explore other recruitment options.
BACKGROUND: Mr. Curtis W. Swanson was promoted to Director of Collection
System Operations on September 16, 2011 overseeing the Collection System
Operations Department.
Due to Mr. Swanson's qualifications, experience and institutional knowledge, it is
recommended that he be appointed to the position without a recruitment process. The
District's ordinance, Title 4, Section 4.16.070 provides the Board with the flexibility to
make management level appointments as needed.
Mr. Swanson joined the District on December 1, 1980 as an Associate Engineer and
promoted to the positions of Senior Engineer, Principal Engineer and Environmental
Services Division Manager. Prior to joining the District, he worked for the California
Water Resources Control Board, Division of Water Quality, University of California -
Davis and Bechtel Corporation.

Mr. Swanson obtained a Bachelor's degree in Civil Engineering from the University of
California, Davis.
This action was recommended for approval by the Human Resources Committee at its
October 30, 2012 meeting. It was held over from the Board meeting on November 15,
2012 to allow Board Member McGill to participate in the vote.
RECOMMENDED BOARD ACTION: Appoint Curtis Swanson to the position of
Director of Operations,
the attached resolution.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
APPOINTING CURT SWANSON
TO THE POSITION OF
DIRECTOR OF OPERATIONS
BE IT RESOLVED BY THE Board of Directors of the Central Contra Costa
Sanitary District ( "District ") as follows:
THAT, effective December 6, 2012, Curtis W. Swanson is hereby appointed to
the position of Director of Operations at a monthly starting salary of $15,452,
Range M -20 ($12,233 - $15,452), and shall be entitled to all benefits normally
accorded to the Management Group. This position serves at the pleasure of the
Board.
