ISSUE: Board of Directors' approval is required for the deletion, addition, and the filling
of positions as well as the revision of job classifications.
RECOMMENDATION: Delete a vacant Director of Administration position (M20,
$12,233 - $15,452), vacant Director of Engineering position (M20, $12,233 - $15,452),
Director of Collection System Operations position (M20, $12,233 - $15,452), vacant
Director of Plant Operations position (M20, $12,233 - $15,452) and revise the Director of
Operations job classification and add and authorize the filling of a Director of
Operations position (M20, $12,233 - $15,452).
FINANCIAL IMPACTS: Upon approval, this action, along with the addition of several
Division Manager positions as a result of the District wide reorganization, will result in a
cost savings of $134,447 which takes into account salary, benefits, and pension costs
at the maximum step of the salary ranges.
ALTERNATIVES /CONSIDERATIONS: Do not delete, add, and authorize the filling of
the positions. If this action is not approved, Staff will be unable to implement the more
effective organizational structure as proposed.
BACKGROUND: The reorganization of the District's management structure has
already begun with the previous Board approval of the addition of several Division
Manager positions and this action is now needed in order to complete the
reorganizational changes as were proposed by the General Manager during the
September 14, 2012 Human Resources Committee.

The management structure effective March 2012 had four Directors and seven Division
Managers for a total of eleven Managers, not including the Secretary of the District or
District Counsel. Staff is proposing that we return to a previous organizational model
with two managers in the Plant and one in Collection Systems all reporting to the
Director of Operations. This proposed structure has ten Managers plus a Director of
Operations. The proposed structure flattens the organization and results in a cost
savings and is a more effective organizational model than previously utilized by the
District. The Director of Operations will be responsible for assisting the General
Manager with the training and mentoring of the new Management team and to back up
the General Manager as needed until the new Management team becomes more
seasoned.
Revisions to the Director of Operations classification were necessary in order to
accurately reflect the changes to the duties as dictated by this reorganization.
This action was recommended for approval by the Human Resources Committee at its
October 30, 2012 meeting. It was held over from the Board meeting on November 15,
2012 to allow Board Member McGill to participate in the vote.
RECOMMENDED BOARD ACTION: Delete a vacant Director of Administration
position (M20, $12,233 - $15,452), vacant Director of Engineering position (M20,
$12,233 - $15,452), Director of Collection System Operations position (M20, $12,233-
$15,452), vacant Director of Plant Operations position (M20, $12,233 - $15,452) and

DIRECTOR OF OPERATIONS
DEFINITION
Plan, organize, direct, and review "^apage +ho the Operations Department of the
District, which includes the Plant Operations Division and Collection System Operations
Division DnGlUdiRg the operation andmaintenanGe ef the Water Pollution
and assist the
General Manager in the overall formulation and administration of District programs and
activities.
SUPERVISION RECEIVED AND EXERCISED
Receive general direction from the General Manager.
Exercise direct and general supervision over division heads, professional, and technical
personnel within the Operations Department.
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the
following:
Manage the Operations Department of the District, making independent decisions as
necessary in the management of the department.
Attend administrative /management meetings reporting on department activities, making
personnel recommendations, taking an active part in the establishment of District
policies, standards, and procedures and assist in long -range planning.
Manage departmental staffing matters, including evaluations, promotions, selections,
transfers, and disciplinary actions; demonstrate a commitment to recruit, hire, and
retain a diverse workforce.
Hold departmental staff meetings, delegating responsibilities and authorities to various
personnel and divisions of the department.
Coordinate work with other departments; promote teamwork and consensus building.
Administer the fiscal affairs of the department, including preparation of annual budget
and control of expenditures.

Review and critique designs, plans, and specifications.
Review department- related correspondence and prepare responses.
Confer with the public and representatives of other agencies; maintain positive
community relations.

Prepare reports and position papers and submit appropriate materials to administration
and /or the Board of Directors for necessary action.

Research and implement the use of technological developments as they relate to the
Operations Department.
Arrange for NU.E^ services as required; arruRge for the services of consultants and
oversee their work.
Coordinate and direct all investigation, studies, research, analyses, programs, projects,
operations, and maintenance assigned to or being a responsibility of the department.
Responsible for maintaining an effective safety program.
Responsible for maintaining efflueRt standards within state regulations.

MINIMUM QUALIFICATIONS
Knowledge of:
Principles and techniques of organization, management, personnel
administration, budgeting, cost control, and staff development including and

motivation, and delegation.
Engineering principles, methods, and practices as applied to: the design,
construction and operation of wastewater collection, treatment, and disposal
systems and facilities; the operation of a wide variety of wastewater treatment
processes; and facilities.
Materials, procedures, and equipment used in the construction, operations, and
maintenance of wastewater collection, treatment, and disposal facilities.
Principles of project management and construction administration.
Principles, methods, and techniques of implementing comprehensive
maintenance programs.
Principles of financial management, budget, and cost control.
Principles of operation and maintenance of equipment and instruments common
to a modern wastewater treatment /reclamation facility.
Principles, practices, and methods of problem identification and data analyzing
techniques including critical path scheduling techniques.
Principles and practices of industrial safety regulations and guidelines.
Local, regional, state and federal collection system and wastewater treatment
related programs.
Ability to:
On a continuous basis analyze legal requirements, operational data, budgets
and user reports, identify key issues, interpret detailed reports and contracts,
know projects, observe work practices and methods, problem solve interpersonal
and technical problems, remember facts on operations and budget, understand

Experience
At least Tten years of increasingly responsible prefessiGR l r,r„Goss operations
management experience, six years of which were in a management position
within a wastewater treatment plant or similar process industry.
Education
Equivalent to a bachelor's degree from an accredited college or university with
major work in civil, chemical, or mechanical engineering. A master's degree in
engineering or business administration is desirable.

Possession of a valid Certificate of Registration as a professional engineer
issued by the State of California in the area of civil, chemical, or mechanical
