Swanson T. 'Malley Ann E. Farrell General Manager ISSUE: Board of Directors' authorization is required for a medical leave of absence without pay in excess of 30 days. RECOMMENDATION: Authorize extension of medical leave of absence without pay for Shawn Bitle, Maintenance Crew Member II. FINANCIAL IMPACTS: Currently, the District is only paying for Mr. Bitle's medical waiver of insurance resulting in a monthly cost of $200.00. ALTERNATIVES /CONSIDERATIONS: At this time, there are no other alternatives as the District cannot lawfully terminate Mr. Bitle's medical leave of absence until a determination regarding his eligibility for disability retirement has been made by the Contra Costa County Employees' Retirement Association ( CCCERA). BACKGROUND: Shawn Bitle has been on a medical leave of absence without pay for a work related illness since January 31, 2012. Human Resources has applied for a disability retirement on behalf of Mr. Bitle and are requesting authorization to extend his leave of absence without pay through June 17, 2013 so that CCCERA has sufficient time to review the application and make a determination regarding his eligibility for disability retirement. Since this request exceeds the 30 working days that the General Manager and Department Director may approve, Board of Directors' authorization is required. RECOMMENDED BOARD ACTION: Authorize extension of medical leave of absence without pay for Maintenance Crew Member II, Shawn Bitle through June 17, 2013.
