District Annexation 168C - Alhambra Valley Russ Leavitt November 15, 2012 Central Contra Costa Sanitary District Current Project Description • DA 168C proposes annexation of eight Alhambra Valley properties that are outside the County's Urban Limit Line. • All eight properties are adjacent to an existing public main sewer or would require a limited sewer extension to be served. Three properties already have LAFCO- approved Out -of- Agency Service Agreements and are connected to CCCSD sewers. 5-a- Hondoa+) 8 Properties in 2 Areas • 6 Properties in the Gordon Way neighborhood — 3 single - family homes on 2 parcels (2 on septic tanks, 1 on public sewer through Out -of- Agency Service Agreement) — 4 vacant parcels (8 -12 potential residential units) • 2 Properties on Briones Road — 2 single family homes connected to public sewer through Out -of- Agency Service Agreement w we 14 C4 WpTATON OgTMLT NO.�� J \ Y ME i sfi � w us C �J — _ J w z Timeline By 2008 — CCCSD annexed 243 parcels in Alhambra Valley, completed construction of the Alhambra Valley Trunk Sewer, and LAFCO approved Out -of- Agency Service for Properties #1, #2 and #8. Mid -2010 — public review of DA 168C Draft EIR for annexation of nine properties; nine comment letters received; five objected to annexation of some or all of the properties; discussions between staff and community members continued. December 2011 — Following public meeting, Board revised the project, removing one property at the request of new owners, and reaffirmed interest in proceeding with the Final EIR and project. MCION Timeline (continued) August 2012 — Final EIR distributed for public review. CCCSD invited submittal of additional written comment letters and two were received. The letters and responses are included in the staff report for the November 15, 2012 Board meeting. November 15, 2012 — Following a public hearing, the Board may consider certification of the Final EIR, approval of the proposed annexation, and a request for LAFCO to initiate proceedings for DA 168C — Alhambra Valley. Early to mid -2013 — CCCSD submits revised Annexation Application to LAFCO, which will conduct a Public Hearing and consider approval of annexation. AA�] 1 Objections to EIR and Project • Contrary to County General Plan Urban Limit Line Policy. • Insufficient details and environmental analysis of future development on undeveloped properties. • Defers mitigation of environmental impacts to other agencies. • Extending sewer service is growth inducing. Recommendations Conduct a public hearing to receive comments on the Final EIR; and Barring any irresolvable comments to the contrary, adopt the resolutions: 1) Certifying that the Final EIR is legally adequate; 2) Approving the proposed annexation and adopting Findings of Fact; and 3) Requesting that LAFCO initiate proceedings for a Change of Organization for District Annexation 168C — Alhambra Valley.
