O'Malley Ann E. Farrell General Manager ISSUE: Board of Directors' approval is required when making revisions to job classifications. RECOMMENDATION: Adopt revisions to the Maintenance Planner job classification. FINANCIAL IMPACTS: There is no fiscal impact associated with this request. ALTERNATIVES /CONSIDERATIONS: Do not adopt the revisions to the job classification. If this action is not approved, the Maintenance Planner classification will not accurately reflect the minimum qualifications required for this classification. BACKGROUND: Plant Operations has evaluated the Maintenance Planner job classification and is proposing the removal of the one year experience requirement as a planner /scheduler. The District has deemed that the one year requirement is not necessary for a candidate to be minimally qualified and would be a barrier to internal employees who are currently working within the Maintenance Division. The District only has one classification that could provide the planning /scheduling experience. The proposed experience requirement has been changed to ensure that it is clear exactly what type of experience would qualify and has been raised from three to five years. The lower level Maintenance Technician, Mechanical III classification requires three years of experience in generic mechanical maintenance and the Maintenance Planner classification, being that it is at a higher level of responsibility should require more experience than the lower level classification. Additionally, the higher level Plant Maintenance Superintendent classification which requires five years of similar experience, of which two must have been as a supervisor, indicates that the proposed requirement of five years of general experience is organizationally sound. The other minimal changes are merely updates in order to reflect changes in the industry and to accurately capture the essential duties assigned to this position as the job classification has not been updated in quite some time. 3 p. Any additions are denoted in blue and any deletions are denoted by red strikeouts. This action was recommended for approval by the Human Resources Committee at its October 30, 2012 meeting. RECOMMENDED BOARD ACTION: Adopt revisions to the Maintenance Planner job classification CENTRAL CONTRA COSTA SANITARY DISTRICT Effective: 07/01/0811/15/12 Range: G -71 Respirator Class: 2 MAINTENANCE PLANNER DEFINITION Support the maintenance function of the Plant Operations Division by planning and assembling work plans for the various work groups; organize, plan, and assist in scheduling all necessary resources to accomplish maintenance activities at the plant and pumping stations. DISTINGUISHING CHARACTERISTICS The use of respiratory equipment [including self- contained breathing apparatus (S.C.B.A.)] may be required for this position. Therefore, the Maintenance Planner will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and any occasion, which requires the use of respiratory equipment to comply with the District's respiratory program and Cal /OSHA standards. SUPERVISION RECEIVED AND EXERCISED Receive general direction from the Plant Maintenance Superintendent or higher -level management personnel, or other maintenance supervisors, as assigned. Provide technical direction of outside contractors. EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Initiate and plan corrective, preventive, predictive, and other work orders to facilitate the safe, productive, and efficient utilization of maintenance personnel to support plant and pumping station operations. Organize, plan, and assist in scheduling all necessary resources to accomplish maintenance activities at the plant and pumping stations. Provide plans and estimates for maintenance work and assemble maintenance plans and documents. Assist in the development of Hazardous Energy Control Procedures for Lockout/Ta out Program CENTRAL CONTRA COSTA SANITARY DISTRICT Maintenance Planner (Continued) Oversee and manage various Predictive Maintenance programs such as oil analysis and vibration monitoring EXAMPLES OF ESS€NTI i DUTIES Investigate work requests; identify nature of problems, possible methods of repair, specific work and resources required. Estimate labor requirements, initiate procurement and /or reservation of parts and materials, special tools, equipment, contractor support, etc. Develop overall plan for jobs, with necessary information to support accomplishment of required work. Plan may include appropriate safety information, drawings, information from manuals, parts lists, supplier information, and "what to accomplish" narrative. Resolve problems regarding pricing, delivery, and quality. Utilize District computerized maintenance management software (CMMS) and other PC applications as needed to support the planning function. Negotiate prices and administer contracts for a variety of routine equipment, facilities maintenance, and special projects. Interface with others to facilitate the safe, productive, and efficient use of maintenance personnel and new systems. Coordinate the work of outside contractors. Make field inspections to develop work scope and to evaluate work in progress in order to optimize parts, tools, methods, and procedures for future work; update and maintain job files. Assess the safety precautions taken on the Plant site and enforce District specifications. Keep current on safety rules and regulations applying to work performed at the plant or pump stations. Prepare critical path schedules for major work and projects. Prepare reports as required. Assist Plant staff with warranty tracking, breakdown analysis, and monitoring work requests to ascertain repetitive failures. Review project drawings. Perform related duties as required. MINIMUM QUALIFICATIONS Knowledae of: Methods, materials, tools, and equipment used in the maintenance of a wastewater treatment plant. Maintenance of large industrial equipment, including motors, pumps, blowers, generators, engines, furnaces, etc. Purpose and uses of a variety of equipment and tools used in maintenance of plant facilities. Maintenance control systems relating to planning, scheduling, workload, productivity, material control, and organizational structure. Principles and practices of mechanical maintenance, machinist work, electrical maintenance, and instrumentation as applied in a wastewater treatment plant. Safety hazards and appropriate precautions applicable to work assignments and in the various work groups of the Maintenance Section. Ability to: On a continuous basis know plant, processes, and equipment. Intermittently analyze and solve problems, observe plant operations and employees, and explain tasks to others. 3 1 ,) CENTRAL CONTRA COSTA SANITARY DISTRICT Maintenance Planner (Continued) Ability to: Intermittently sit at desk and in meetings, walk and climb stairs throughout plant; stand, bend, stoop, squat, twist and climb ladders to observe equipment and processes; use telephone; use keyboard to communicate through written means; perform simple grasping and fine manipulation; and lift or carry weight of 50 pounds or less. Schedule, facilitate, and plan the work of a large group of employees engaged in maintenance work. Utilize the District's CMMS software and other PC applications as needed Perform journey -level repair work on equipment, machinery and systems, in compliance with safety rules. Read and interpret complex engineering drawings, plans, and reports; operations and maintenance manuals, vendor catalogs, and other pertinent documents. Develop labor estimates and material requirements; work with supplier representatives as necessary to fulfill material needs. Utilize District's purchasing and inventory computer system as needed to support the maintenance function. Prepare scope of work as requested for contracted maintenance work. Prepare clear and concise written or oral reports. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, both orally and in writing. Learn and observe all appropriate safety precautions as required by the District including, but not limited to, Cal /OSHA General Industry Safety Orders, the District's Respiratory Protection Program, and District Safety Directives. 4 • t, it CENTRAL CONTRA COSTA SANITARY DISTRICT Maintenance Planner (Continued) Special Physical Requirements: Must be able to wear respiratory protection device for dust protection and while painting and using certain chemicals and solvents. May be required to enter confined space. Must be able to wear S.C.B.A. and perform job duties while wearing protective equipment and S.C.B.A. weighing 32 pounds. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience Five Three years of jeurney levet experience maintaining and repairing equipment specific to a water. wastewater or an industrial facility which included the performance of preventive maintenance checks and the servicing and monitoring of equipment to ensure regulatory compliance in the maiRteR^^^e of plant, Education Equivalent to the completion of the twelfth grade, supplemented by specialized applicable course work such as completion of an apprentice or other qualified training program, such as Industrial Technology course.
