BOARD OF DIRECTORS 3. A
POSITION PAPER
Board Meeting Date: November 15, 2012
subject: ESTABLISH THE CLASSIFICATION OF REGULATORY COMPLIANCE
DIVISION MANAGER (M24, $11,087 - $13,476) AND AUTHORIZE FILLING
THE POSITION.
Submitted By Initiating Dept. /Div.:
Ann Farrell, Administration
General Manager
REVIEWED AND RECOMMENDED FOR BOARD ACTION.
T. O'Malley Ann E. Farrell
General Manager
ISSUE: Board of Directors' approval is required when establishing new classifications.
RECOMMENDATION: Establish the Regulatory Compliance Division Manager
classification (M24, $11,087 - $13,476) and authorize filling the position.
FINANCIAL IMPACTS: Upon approval, this action will result in a maximum annual net
cost of $305,635 which takes into account salary, benefits, and pension costs at the
maximum step of the salary range. However, the cost of this action will be completely
offset and in fact, results in a cost savings, when this action is combined with the other
actions that were taken as a result of the management reorganization.
ALTERNATIVES /CONSIDERATIONS: Do not establish the classification or authorize
the filling of the position. If this action is not approved, the District's ability to effectively
coordinate regulatory compliance activities will be reduced.
BACKGROUND: As a result of the flattening of the organization and the elimination of
the Director of Plant Operations, it has been determined that there is a need to
establish a new classification that will be responsible for the Laboratory and regulatory
compliance programs and activities. Consolidating regulatory tracking and compliance
in one Division under this classification will allow for the better coordination of regulatory
compliance activities allow the District to engage in higher level regulatory advocacy
efforts which are both critical functions of the District.
This position would oversee the Laboratory, Environmental Compliance /Source Control,
Household Hazardous Waste, Pollution Prevention and Regulatory Compliance as well
as other similar related areas. A compensation survey was developed benchmarking
classifications from several agencies, including the internal Division Manager
classifications, and it was determined that the suggested "salary range is appropriate for
the duties allocated to this classification as well as ensure salary parity with similar
classifications within the District.
