O'Malley Ann E. Well General Manager ISSUE: Board of Directors' authorization is required for a medical leave of absence without pay in excess of 30 days. RECOMMENDATION: Authorize extension of medical leave of absence without pay for Senior Plant Operator Gordon Trapp. FINANCIAL IMPACTS: Currently, the District is only paying for Mr. Trapp's medical and health benefits resulting in an approximate monthly cost of $1,882.00. ALTERNATIVES /CONSIDERATIONS: At this time, there are no other alternatives as the District cannot lawfully terminate Mr. Trapp's medical leave of absence without pay until a determination regarding his eligibility for disability retirement has been made by the Contra Costa County Employees' Retirement Association (CCCERA). BACKGROUND: Mr. Trapp has been on a medical leave of absence without pay since February 18, 2010 and the Board has authorized several extensions with the last authorization extending his leave to November 17, 2012. The District was notified by the Contra Costa County Employees' Retirement Association (CCCERA) that Mr. Trapp had applied for disability retirement on April 13, 2012. CCERA is currently reviewing his eligibility for disability retirement and has informed the District that the review process requires further review. As a result, Board authorization is requested to approve the medical leave of absence without pay through March 17, 2013. RECOMMENDED BOARD ACTION: Authorize extension of medical leave of absence without pay for Senior Plant Operator Gordon Trapp through March 17, 2013.
