O'Malley Ann E. Farrell General Manager ISSUE: Board of Directors' approval is required for revisions to job classifications and the addition and filling of positions. RECOMMENDATION: Adopt the revisions to the job classifications of Plant Operations Division Manager, Plant Maintenance Division Manager, and Collection System Operations Division Manager and add and authorize the filling of the Plant Maintenance Division Manager and the Collection System Operations Division Manager. FINANCIAL IMPACTS: Upon approval, this action will result in no long -term fiscal impact as the filling of the Plant Maintenance Division Manager will be accomplished by under - filling the Director of Operations and the Collection System Operations Division Manager will be accomplished by overfilling the Director of Collection System Operations for succession planning. ALTERNATIVES/CONSIDERATIONS: Do not adopt the revisions to the job classifications and deny the addition and the filling of the positions. BACKGROUND: Over the last ten years, there have been several different organizational structures of the Operating groups (Collection System and Plant Operations). After an evaluation of several different structures, staff has determined that the most effective structure would be to combine both Operating groups into one Department with three Managers and have one Director of Operations as was the organizational structure at one time. Within Plant Operations, there were two managers, one overseeing Plant Operations and the other overseeing Plant Maintenance and upon the retirement of the Plant Maintenance Division Manager, the District consolidated both functions into the Plant POSITION PAPER Board Meeting Date: October 4, 2012 Subject'. ADOPT REVISIONS TO THE JOB CLASSIFICATIONS OF PLANT OPERATIONS DIVISION MANAGER, PLANT MAINTENANCE DIVISION MANAGER, AND COLLECTION SYSTEM OPERATIONS DIVISION MANAGER; ADD A COLLECTION SYSTEM OPERATIONS DIVISION MANAGER ($11,087- $13,476) AND PLANT MAINTENANCE DIVISION MANAGER ($11,087 - $13,476); AND AUTHORIZE FILLING OF BOTH POSITIONS Operations Division Manager position. This has proven to be too large a span of control for one position and thus, staff is recommending the addition of the Plant Maintenance Division Manager position. In respect to Collection System Operations, staff is recommending the addition of the Collection System Operations Division Manager position. This position will ultimately replace the current Director of Collection System Operations. Revisions to all three job classifications were necessary in order to accurately reflect the changes to the duties as dictated by this reorganization. This action was reviewed by the Human Resources Committee at its September 14, 2012 meeting. RECOMMENDED BOARD ACTION: Adopt the revisions to the job classifications of Plant Operations Division Manager, Plant Maintenance Division Manager, and Collection System Operations Division Manager and add and authorize the filling of the Plant Maintenance Division Manager and the Collection System Operations Division Manager. CENTRAL CONTRA COSTA SANITARY DISTRICT Effective: 9415/1410/04/12 Range: M -24 Respirator Class: 2 PLANT OPERATIONS DIVISION MANAGER DEFINITION Direct the operational and m'+inteRanno activities of a large advanced water pollution control facility; perform related work as required. DISTINGUISHING CHARACTERISTICS This class is distinguished from the Director of "a, -­4 R Operations in that the latter has full responsibility for all departmental activities and functions. This class is distinguished from the Plant Operations Ssuperintendent level in that the latter has responsibility for section functions, and is further distinguished from the Plant Maintenance Division Manager in that the latter is responsible for directing the maintenance activities of the treatment plant. The use of respiratory equipment [including self- contained breathing apparatus (S.C.B.A.)] may be required for this position. Therefore, the Plant Operations Division Manager will be required to be free of facial hair that would interfere with the use of a respirator for annual fit tests and for any occasion, which requires the use of respiratory equipment to comply with the District's respiratory program and Cal /OSHA standards. SUPERVISION RECEIVED AND EXERCISED Receive general direction from the Director of '_ Operations or the General Manager. Direct the operation, preventive maintenance, and repair of the direct digital control system including mainframe computer and field microprocessors. Plan and direct the modification of software, computer, microprocessors, and field instrumentation for more efficient, reliable, and economical plant operation. Prepare engineering studies and reports; review and study operational rna!RteR nno procedures to improve efficiency and reduce costs. Interpret, implement and integrate regulatory requirements such as the Clean Water Act, Clean Air Act and others into the process control system, day -to -day routine operations of the plant, , and laboratory support of the various permits. Analyze and maintain records on operating conditions. Direct modifications of the treatment processes with the technical advice and recommendations of the laboratory; develop emergency and contingency plans and be responsible for their implementation in the event of failure or unusual operating conditions.
