Farrell General Manager ISSUE: Board of Directors' authorization is required for the General Manager to amend an existing professional services agreement beyond staff authority limits. RECOMMENDATION: Authorize the General Manager to amend an existing Professional Engineering Services Agreement with Carollo Engineers, Inc., (Carollo) from $70,000 to $360,000 for Treatment Plant Planning, District Project 7301. FINANCIAL IMPACTS: The final planning level cost for this portion of the project, including District staff time, will be approximately $500,000. ALTERNATIVES /CONSIDERATIONS: An alternative would be to hire additional engineering staff. The broad range of professional expertise needed would require hiring numerous people. It has been the District's practice to augment staff with consultants on specialty planning and larger projects. BACKGROUND: As wastewater regulations continue to develop at the regional level, process modifications may be required in the Treatment Plant to remove ammonia and nutrients. The District's 2012 NPDES Permit requires the District to evaluate by February 28, 2014, alternative treatment technologies to remove ammonia and nutrients from our discharge. In mid August, 2012, a $70,000 agreement was let to Carollo to start review of existing Treatment Plant data and reports, and to perform tracer studies of the primary sedimentation basins (PSBs) and secondary aeration basins. The PSB tracer study will analyze the effectiveness of baffle installation in the District's PSBs to improve removal of carbonaceous biochemical oxygen demand (CBOD). Improved CBOD removal in the PSBs would decrease the air required to satisfy CBOD in the secondary process and therefore increase the air available in the existing aeration system for ammonia removal. The secondary aeration basin tracer study will be used to provide data for the configuration of the proprietary BioWin treatment plant model. FOR PROFESSIONAL ENGINEERING SERVICES FOR TREATMENT PLANT PLANNING, DISTRICT PROJECT 7301 This phase of the project will evaluate the extent to which ammonia removal can be achieved with relatively modest changes to the existing process and improvement of facilities in the near term. Work will include final configuration of the BioWin treatment plant model for simulation of the District's facilities and processes. The model will then be used to investigate candidate operational and facilities modifications for optimization of ammonia removal. These candidate modifications will then be prioritized. A pilot/full scale testing program of promising scenarios will be developed to confirm the BioWin modeling results and determine to what levels ammonia removal can be accomplished without major plant upgrades. Pilot testing is not currently part of the Carollo agreement. Staff has evaluated this action and concluded it is exempt from the California Environmental Quality Act (CEQA) under the District's CEQA Guidelines Section 15262 since the agreement would be used for design studies for possible future actions which the District has not approved, adopted, or funded, and the outcome of these tasks will not have a legally binding effect on later activities. Approval of this action will establish the Board of Directors' independent finding that the action is exempt from CEQA. The Board further finds that the District will produce appropriate CEQA compliance documentation prior to undertaking any "project" arising from these design studies. RECOMMENDED BOARD ACTION: Find that this action is exempt from the California Environmental Quality Act and authorize the General Manager to execute an amendment to the existing Professional Engineering Services Agreement with Carollo Engineers, Inc., for Treatment Plant Planning, District Project 7301, to increase the cost ceiling to $360,000.
