Bill McEachen, Associate Control Systems Engineer in the Plant Operations Division, retired on August 16, 2012, after 22 years of service. Qi Recent Personnel Advancements Robert Maroon has advanced to Senior Plant Operator in the Plant Operations Division effective August 18, 2012. Jolene Bertera has advanced to Engineering Assistant II in the Environmental Services Division effective August 25, 2012. Awards and Recognitions c) Purchasing and Materials Services Division Receives Achievement of Excellence in Procurement Award On August 6, 2012, the District received a letter from the National Procurement Institute, Inc. notifying it that the Purchasing and Materials Services Division has earned the Achievement of Excellence in Procurement (AEP) Award for 2012. A copy of the letter follows these announcements. The AEP Award, which is designed to recognize organizational excellence in procurement, will be presented to the Board at a subsequent meeting. d) Comments from Readers on the Summer Issue of Pipeline Via E -mail: I have been reading your Pipeline for years. You are doing a great job: Up to date technical information in an easy to understand way. I am particularly pleased with your spotlight on personal care products and pesticide use /misuse. Keep it up! I especially loved the cover of this latest issue." He requested additional copies and was informed they could be accessed on the District's website at www.cccsd.org. He said he was glad he called and learned something new. "As an accountant with my own business, I appreciate keeping your printing costs down by doing this. Now I can share them (the Pipeline) with as many people as I wish!" In addition, there have been more than half a dozen phone calls over the past month complimenting the District on the Summer issue and the Pipeline in general, along with another five requests for presentations by the District's Speakers Bureau. Project Updates e) Public Bidding on Television Inspection of Sanitary Sewers, District Project 039680ENG The Capital Projects Division employs television inspection to determine the condition of the existing pipe, location of laterals, and verify record information. The results are used to evaluate alternatives during design and to minimize change orders during construction. This three -year contract will be used on an as- needed basis for collection system design projects in the District's service area. This project will be advertised on September 7 and 12, 2012. Bids will be opened on September 25, 2012. The cost is currently estimated at $150,000. More information will be presented when the Board is asked to approve the contract on October 4, 2012. Environmental Compliance f) Pretreatment Enforcement Action — St. Mary's College The District's Source Control Section regulates St. Mary's College under a Class II Industrial User Permit. The process discharges from the physical and biological science Written Announcements September 6, 2012 Page 3 of 3 buildings are sampled and analyzed by the District and St. Mary's College under this permit. This monitoring data has documented multiple violations of the District's Local Discharge Limit for mercury for many years, and occasionally other pollutants (e.g. copper). The District has issued a Notice of Violation (NOV) for each of the exceedences and has worked with St. Mary's College to identify and control potential mercury sources discharged to the sanitary sewer system. Unfortunately, mercury violations continue to occur and the District needs to escalate enforcement pursuant to the approved pretreatment Enforcement Response Plan. Source Control will be initiating a formal enforcement action against St. Mary's College which will include assessment of penalties and establishing a Compliance Schedule for St. Mary's College to control mercury sources and /or install a pretreatment system to reduce the mercury discharged to the sanitary sewer system.
