Seitz General Manager ISSUE: On July 17, 2012, seven sealed bids were received and opened for the construction of the Treatment Plant Piping Renovations, Phase 7, District Project 7298. The Board of Directors must award the contract or reject bids within 50 days of the bid opening. Authorize the General Manager to execute the contract documents subject to SUBMITTAL requirements. RECOMMENDATION: Find that the project is exempt from the California Environmental Quality Act (CEQA), award a construction contract to D. W. Nicholson Corporation and authorize the General Manager to execute the Contract Documents subject to favorable review of insurance certificates, bond submittals, appropriate Contractor license, and any other required submittals (SUBMITTALS). FINANCIAL IMPACTS: Approximately $1,067,000, including design, bid price, contingency, and construction management. ALTERNATIVES /CONSIDERATIONS: Reject all bids, which is not recommended. BACKGROUND: During the construction of the secondary treatment facilities in the early 1970s, numerous piping systems were installed throughout the treatment plant. These pipes carry the processed wastewater, sludge, steam, air, and other utility services between the various sections of the plant. These pipes have been in place for over thirty -five years and are showing signs of deterioration. NICHOLSON CORPORATION AND AUTHORIZE THE GENERAL MANAGER TO EXECUTE CONTRACT DOCUMENTS SUBJECT TO SUBMITTAL REQUIREMENTS FOR THE CONSTRUCTION OF THE TREATMENT PLANT PIPING RENOVATIONS, PHASE 7, DISTRICT PROJECT 7298 piping and renovating centrate collection boxes, replacing sluice gates at the filter plant forebay, and replacing the ash filter and ash bin vent fan. In addition, this project will make modifications at the sludge truck loading facility, such as a solid floor in the observation area, a fresh air ventilation fan for the observation area, additional foul air intake ducts in the truck bay area, and a larger odor control fan. Attachment 1 shows the locations of all the project work. District staff prepared the plans and specifications for the project. The Engineer's estimate for construction of the Treatment Plant Piping Renovations, Phase 7, District Project 7298 is $950,000. This project was advertised on June 22 and 27, 2012. Seven sealed bids ranging from $735,800 to $912,000 were received and publicly opened on July 17, 2012. The Engineering Department conducted a technical and commercial review of the bids and determined that D. W. Nicholson Corporation is the lowest responsive bidder with a bid amount of $735,800. A summary of bids received is shown in Attachment 2. The District will perform construction management and will provide contract administration, inspection, survey, office engineering, and submittal review. The funds required to complete this project, as shown in Attachment 3, are $992,000. The total cost of Treatment Plant Piping Renovations, Phase 7, District Project 7298, is anticipated to be $1,067,000. This project is included in the fiscal year (FY) 2012 -2013 Capital Improvement Budget (CIB) on pages 71 and 72. Staff has conducted a cash -flow analysis of the Treatment Plant Program budget and concluded that adequate funds are available for this project. Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines Section 15301 since it involves minor alterations to an existing public facility involving negligible or no expansion of use. Approval of this project will establish the Board of Directors' independent finding that this project is exempt from CEQA.
