(N andou.+) Staff Exceptions Aporoved on Mav 17 2012 • Non - Participants' Cost Shares: — District would cover up to 18 of the 35 shares (51%) of the project cost for Scenario "B" — Total amount could be as much as $476,000 Allow a 20 -year repayment period rather than the current 10 -year provided in the CAD Policy 4. Request for Reconsideration On June 7th, after receiving a request from a number of property owners, the Board decided to reconsider the exceptions. Agencies' Responsibilities CCCSD Wastewater Utility Responsibilities: — Proper sewer planning, design, construction and maintenance — Minimizing impacts of construction on residents — Special financing programs Agencies' Responsibilities (Continued) • Many issues have been raised in testimony that are the responsibility of agencies other than the District: - Land Development: City of Orinda - Roads: City of Orinda / Homeowners Association — Water Supply: EBMUD — Fire Protection: Moraga Orinda Fire Protection District — Septic Tank Moratorium: Contra Costa County Environmental Health Division Impact of Potential CAD Policy Exceptions • The annual cost per participant for a $750,000 project benefiting 20 parcels with 11 participants and nine non- participants at 6% interest is: — 10 years: Participants cover non - participants: $ 8,492 / yr — 20 years; Participants cover non - participants: $ 5,449 / yr — 10 years: CCCSD covers non - participants: $ 5,091 / yr • Extending the payback period to 20 years accomplishes a similar reduction in annual cost to District paying non- participant costs.
