a) Registration Differentials for Assistant Engineers Rita Cheng and
Samantha Engelage
The Memorandum of Understanding (MOU) between the Management Support/
Confidential Group (MS /CG) and the District provides that a one -step salary increase
shall be given to any full -time, regular employee who achieves registration as a
Professional Engineer while employed by the District in a position where such registration
is not required. The District's Assistant Engineer job classification does not require a
professional engineering license.
Rita Cheng is an Assistant Engineer in the Regulatory Section of the Plant Operations
Department. Samantha Engelage is an Assistant Engineer in the Treatment Plant
Planning Section of the Environmental Services Division of the Engineering Department
In letters dated June 29, 2012 from the State Board for Professional Engineers, both
Ms. Cheng and Ms. Engelage were notified that they have passed all required
examinations and are now licensed as Professional Engineers in the branch of Civil
Engineering. They will consistently utilize their new licenses by analyzing planning -level
treatment plant optimization, regulatory compliance obligations, as well as planning for
future needs of the treatment plant.
In accordance with the terms of the MOU, Ms. Cheng and Mrs. Engelage will receive one -
step salary increases effective June 29, 2012.
Project Related Items
b) Public Bidding on Recycled Water Line to Conco /Maltby Repair,
District Project 7303
The Recycled Water Line to Conco and Maltby Pump Station was installed in 1990 and
has had joint failures in 2007, 2011, and 2012. This project will replace those joints with a
high probability of failure. A flow meter will also be installed to monitor recycled water
usage and leak detection for this line.
This project will be advertised on July 24 and 31. The bids will be opened on August 16,
2012. The construction cost is currently estimated at $70,000. The Board will be asked
to approve the construction contract on September 6, 2012.

c) Update on the Outfall Improvements, Phase 6, District Project
7290
On April 19, 2012 the Board awarded a construction contract to Sierra Mountain
Construction, Inc. for the Outfall Improvements, Phase 6, District Project 7290. Notice -to-
Proceed was issued on May 21 and bypassing of final effluent flow from the District's 72-
inch outfall pipeline to Lower Walnut Creek, as allowed for up to 12 weeks by the
Regional Board, started at 6 a.m. on Saturday, July 7. The land portion of the outfall
pipeline has been dewatered and pipe joints are being inspected by the contractor. The
District's survey crew started collecting data that will be compared with the survey
performed in 2003. The excavation for the new flow meter vault is also complete, and the
concrete work is being prepared.
d) Award of Contracts for Relief Inspectors for the Fiscal Year 2012-
13 Construction Season
Summer is the start of the construction season. Several construction projects have
recently been awarded by the Board, or will soon be presented to the Board for award in
both the Collection System and the Treatment Plant. Engineering Department staff
provides construction management and inspection duties on most District's projects, and
supplements with consultant inspectors as needed. An evaluation of the workload for the
Fiscal Year 2012 -13 construction season indicates that hiring up to four additional relief
inspectors may be necessary during the peak of the season (depending on construction
timing of projects and the extent of weekend and night work).
On May 10, 2012, Requests for Proposals (RFP) were sent to six professional
engineering service and personnel firms. Three firms, JN Engineering, Harvest Technical
Services, Inc., and Complete Project Solutions, Inc. responded with proposals and were
found to be qualified and responsive. -The total cost for the professional services
contracts with Harvest Technical Services, Inc. and Complete Project Solutions, Inc. is
not to exceed $60,000 each, and with JN Engineering is not to exceed $80,000. The
General Manager will execute these agreements since they fall within the authority limit
recently delegated to her by the Board of Directors.
Out -of -State Conference Attendance
e) Employees to Attend Water Environment Federation Technical
Exhibition and Conference (WEFTEC) in New Orleans, Louisiana,
September 29 — October 3, 2012
The 85th Annual Water Environmental Federation Technical Exhibition and Conference
(WEFTEC) will take place at the New Orleans Memorial Convention Center from
Saturday, September 29 through Wednesday, October 3, 2012. Seven employees from

various divisions are scheduled to attend the full conference. WEFTEC is the premiere
water quality conference which provides state -of- the -art information at a reasonable price.
The District also has a number of employees who will be assuming new duties and would
benefit from this training. Attendees have the opportunity to participate in workshops,
technical sessions, facility tours, and view exhibitions.
Treatment Plant
f) Update on Co -qen Incident of March 29, 2012
As previously reported, there was an explosion in the exhaust system of the cogeneration
unit on March 29, 2012. Repair work has continued on the heat recovery and exhaust
systems. Stuctural repairs to the concrete are complete as is work on the ductwork and
economizer. The District issued a purchase order to Solar Turbines and all the parts
have been ordered. Parts availability continues to be the primary driver for completion of
the recommissioning work. The District is pursuing expedited delivery of all key parts,
including the exhaust bellows, enclosure panels, and fuel valves. District staff has
repaired several components that were very long lead -time items. It is anticipated that
the turbine will be recommissioned in mid to late August, depending on parts delivery.
