Project History
• Pipelines identified through District -wide
television inspection program
• Pipelines were light -to- moderately corroded
and placed on crown spraying cycle
• Large and medium diameter reinforced
concrete and corrugated metal pipes were
selected for renovation
Project Scope
• Renovate 13,000 feet of 18 -inch to 42 -inch by
CIPP and Spiral -Wound construction methods
• Four Sites
- M5 line on Shell Refinery property and along
Marina Vista Road in Martinez
- South Main Street from Newell Avenue south to
Castle Hill Road in Walnut Creek
- Lancaster Road from Westwood Court to
Orchard Lane in Walnut Creek
- CCCSD Treatment Plant property from Junction
Structure 3 to HEADWORKS

- Engineer's Estimate: $2,600,000
• Bid Disadvantages:
- Three (3) Spiral -Wound Contractors in California
- Project and scheduling constraints
- Walnut Creek traffic and work hours constraints
- Bypass requirements and limitations

Recommendations
• Reject all bids received for construction of
the 2012 CIPP Sliplining Project, DP 8405
• Redesign portions of the project and rebid
early next year
